“Life and health can never be exchanged for other benefits within the society.” With this vision, the Swedish Parliament in 1997 adopted Vision Zero, a road traffic safety project that aims to minimize serious injuries and fatalities surrounding road traffic accidents. Vision Zero revisioned the concept of road users as the ultimate responsibility bearers but rather the responsibility is shared by transportation system designers and road users.
