Normally the way we do things is if on the normal rfp, we send out an rfp and proposal and evaluate all the proposal and then from there we at engineering do the recommendation of the proposal, of the most responsive bidder and then we go to our board. Thats the next step to go to our board and request for approval and then if its over 10 million we go to the board of supervisors and request for your approval before the executive director signs the contract with them.
