DOJ Assistant Secretary Neal Bainto said the 18 were found guilty of grave misconduct, gross neglect of duty, and conduct prejudicial to the best interest of the service. "The administrative aspect is without prejudice to further criminal or even civil liability that may be brought and proven in other proper forum(s)," Bainto said in a statem
