proposing in a minute. also on the agenda, president obama back on the attack, going after donald trump over his claims that the clinton team is stealing the election. >> i would advise mr. trump stop whining and make his case to get votes. >> we have more from what the president had to say today about the republican nominee for president. and it is the million dollar question. it is what everybody wants to know with three weeks to go. who is going to win the election. we know hillary clinton's ahead, her lead has grown in the last week to ten days, but how stable, how safe is that lead. i have a bunch of new numbers. going to head to the big board and take you through. stay tuned. we have a lot to get through this hour. we begin it with our top story. donald trump just minutes ago giving that speech in colorado springs. in colorado, a state a lot of people think is pretty solidly in line for hillary clinton right now. donald trump thinks he can make a play out there. we expected in this speech he may pick up the theme of a rigged election saying, he has been saying the election is rigged the last few days. he did come and unveil a new proposal that he says will overhaul washington. >> another major announcement i am going to make today is part of our pledge to drain the swamp. if i'm elected president, i will push for a constitutional amendment to impose term limits on all members of congress. we have to break the cycle of corruption and give new choices to change and we have to. do we have a choice? so that we can have a government that works again and can function properly which our government doesn't right now. >> hallie jackson is out in vegas ahead of the debate, following the trump campaign. he is getting on the term limits band wagon, they poll well. this is an idea that had momentum in the 1990s, petered out. donald trump is trying to bring it back. what do we know about this proposal, any specifics in terms of how long members of congress could serve? >> i think the speech is what he is unveiling for this particular policy so far. remember, this is not as you point out, it is not particularly new in the republican -- some of his opponents were proposing something similar, it is not all together unprecedented. what it is doing as far as strategy, steve, is a couple things. what you heard than speech in colorado was making it clear who he is running against, not just hillary clinton, but the media, saying forget the press, read the internet. and the establishment and position of term limits plays into that idea, he is fighting the system, fighting washington. it is likely to be popular among supporters. >> earlier "people" magazine senior editor appeared on this network, she was discussing the magazine's newly published accounts from six colleagues that say they can corroborate the story from the writer that says trump forcibly kissed and groped her in 2005. she responded to melania trump's claim that the writer was making up a key part of her story. this is what she said. >> one of the witnesses, people that we have spoken to is liza hurts. she was on the street with natasha when she ran into melania. that is a sticking point, melania denies running into natasha again after this. we have an eyewitness and this person remembers in great detail the encounter. vividly remembers this. to her it would have been a celebrity sighting, something exciting to see and she recalls melania was wearing high heels while she was carrying baron. >> you had melania trump giving that interview saying basically, look, this writer from "people" magazine was making something up. now "people" magazine is putting many more people on the record here. any reaction from the trump campaign? >> not yet on that specific issue or the specific news coming out. overall as you know, donald trump denied all of the claims against him. he has said and his campaign says they're fabricated, made up basically. when you look at the overall impact of this, when you talk with republicans outside the campaign, operatives, strategists, they say what trump needs to be doing is pivoting the conversation, talking about issues that republicans want to talk about. go after hillary clinton on some of the news that's come out over the last few days. focus on that every single chance he gets. melania trump, there's questions whether that came too late, maybe she should have come out last week when this story was circulating more. the issue for trump is this is something that will follow him for the next 21 days. one strategist said it will be women, college educated women trump needs to try to win. not enough to rally the base, just his strategy, he has to win over others. and the fallout from not just the "access hollywood" taping but accusations against him will be a real challenge for trump the next three weeks. >> hallie jackson in las vegas. more at 4:00 eastern time. looking at double digit lead in the most recent nbc news "the wall street journal" poll. she has a debate to get through tomorrow. there are three weeks between now and election day. how likely is it. how durable is the lead hillary clinton has. here it is now. the nbc news "the wall street journal" poll, hillary up 51% to 41%. the same poll, nbc "the wall street journal" poll in the past several elections, three weeks out, the exact same point four years ago had barack obama five points ahead of mitt romney. that was a very stable lead, look what happened on election day three weeks later, four point win for barack obama. it was five three weeks out, ended up four on election day. that's stability. how about 2008 when obama ran against john mccain. this looks similar. double digit lead for barack obama. fast forward to election day, it was solid. when you see the margin, what happened, some of the republican voters, they came home in the end. they were holding out for mccain with three weeks out. that's why the number was low. just 39. they did come home. not nearly enough to challenge barack obama. still a solid win for barack obama. 2004, bush versus kerry, bush lead of two points. stability, stability, stability. three weeks later, look what happens on election day. two point win for george w. bush. then you go back to 2000 when george w. bush first got elected president. look at this. three weeks out, our poll had george w. bush six points ahead of al gore, a lot of polls, margin wasn't necessarily this high, a lot of polls had bush ahead. look what happened election day. al gore actually won popular vote, didn't win the electoral college. what happened? one theory what happened in that race at the end is a couple days before the election there was that surprise revelation that george w. bush years earlier had gotten a dui in maine. lot of people think that introduced or reintroduced last second doubts about bush and allowed gore to catch him in the popular vote. again crucially not in the electoral college. again, there was that october, early november surprise in 2000 with three weeks to go in this. always the possibility to get something like that. seems like this election has been one day of surprises over another. if you took the poll, this is now, excuse me. it is a ten point race. if you went back to january, to the first nbc "the wall street journal" poll of the year, anything look familiar? exactly the same. ten point lead for hillary clinton. there has been some flux, some volatility. trump had his moments. is it possible that the first judgment voters made beginning of the year ends up lining up with the judgment they said in the end. maybe there wasn't as much as some of those leads in the middle. want to bring in rick tyler. worked with ted cruz in the primaries, has been a critic of donald trump. let me ask you, in terms of bottom line question, three weeks out, showed you the deficit donald trump is facing. pretend you're in the trump camp now. any optimism you can catch her? >> very little, steve. trump seems to be incapable of changing enough to push up his ceiling. he has a high floor. his supporters seem to stick with him through thick and thin. that's admirable, that's understandable, but he hasn't been able to reach out as hallie jackson was saying beyond that. i fear in the final debate instead of trying to reach out and trying to add more voters and more supporters to his side, he is going to use that opportunity to do what he did last time, to attack and correct the record, try to preserve his reputation. he will end up doing exactly the opposite. >> we showed, too, he unveiled a new plan, new call for term limits. look, term limits is an idea that's been out there awhile. republicans gave it a lot of momentum in the '90s. most recent poll supported term limits for members of congress. 75% there. on paper, rick, very popular. can trump get traction with this. >> no, the president of the united states has no role in the constitutional amendment. no constitutional amendments have to originate with the congress itself and how much do you think they want to take up donald trump's call to limit their terms, or it has to come from states which is article five. he has picked an issue which the president of the united states has absolutely no role in. >> that's the procedural question. i remember incident 1990s. what i am saying is i remember in the 1992 campaign one of the issues that powered ross perot, you could talk the procedural aspect, but he connected with voters frustrated with washington, fed up with the system by calling for term limits. that is what inspired newt gingrich to put that in the contract with america, too. i am asking if you see a current like that out there that donald trump could connect with in 2016? >> sure. everybody wants term limits, but what can donald trump do to get term limits? why not stick to something he could actually try to do as president of the united states to push things through because it's part of the legislative process. constitutional amendments aren't part of the same process. yes, it is a popular issue, steve, i don't discount that, but i don't think it is a big enough issue to move any numbers. >> the other issue in terms of republicans looking to election day, not just the presidency they have to think about, worry about, it is the senate. they control that. it is maybe even the house. they control that with a sizable majority. a lot of republican candidates feeling uncertain still how to handle donald trump's presence at the top of the ticket. last night, two republican senators in different races tackle that question in debates. listen to how they handled it. >> our elections may not always be completely perfect put they are legitimate, they have teg rit, everyone needs to respect the outcome. i don't know how this race, the president's race or anyone else's will turn out, but we need to respect the outcome because that's necessary to pull us all together on november 9th, the day after the election. >> this election is not being rigged and i'll explain why it is not rigged in florida and why i hope he stops saying that, why he should stop saying that. we have 67 counties in the state each of which conduct their own elections. i promise you there's not a 67 county conspiracy to rig the election. second, the governor of the state is a republican who appoints people that run the division of elections. third, there's no evidence behind any of this. this should not continue to be said. this is a state that literally has millions of people who came here because they couldn't vote in the nation of their birth. it would be a tragedy if they gave up their vote here as well. >> that's pat toomey in pennsylvania, marco rubio in florida, separating themselves from donald trump on some of the rhetoric he has been using about a rigged election. what do you think the political calculus is here. do they lose potentially any trump voters who don't like republicans having distance from donald trump? they may be worried about alaska. look at alaska. a four point lead. just four points for donald trump in alaska. that was not supposed to happen that way, one of these days this will work. there it is. alaska might have to be gray. and this just came out a couple hours ago. a state democrats have been dreaming about for a long time. is it too soon to say they're competitive? i can show you this. texas, donald trump, a lead of just three points. a state mitt romney won with ease in 2012. a lead of just three points for donald trump. that could be one again that the republicans have to worry about. we started with trump at 191. these problem spots in red america that are emerging could not that number down considerably, open up more opportunities for hillary clinton, and put donald trump at defense just at the time of the campaign when he wants to be on offense. that's something to flag given problems donald trump had recently. msnbc kasie hunt has more on the clinton campaign. its new targets in red america. take me through what the thinking is of the clinton campaign. did they think they could genuinely win arizona and other red states? trying to just create a media story where they're on offense? is this about down ballot stuff? what's the calculation here? >> it is a little of those things you walked through, steve. don't forget, there's a calculation with every dollar that you have to spend to turn something from red to blue. take arizona for starters. part of the reason the clinton campaign feels this is a place they might be able to make a difference, because in some instances those states have polls that are better for hillary clinton, but arizona is the kind of place where if they spend a little bit of money, the result is potentially outsize. you see the poll, 43, 42 in arizona. that's closer than earlier polls we have seen. the calculation is we can make a relatively small investment for potentially high pay off in a couple of areas, media narrative, potentially winning electoral college votes, a down ballot race, that's farther off the radar because john mccain is performing strongly. it could potentially lift the senate candidate. the rest of the map, texas, no senior strategist i talked to in the clinton campaign or democratic circles are looking to spend money believes texas is something they're going to flip in this election cycle. there are reasons to look at it the way the electorate is built, long term trends, et cetera, why they often poll there anyway. georgia is an example of a state they think long term is one that merits a lot of investment and attention. think about it. virginia, north carolina, both those states, the demographics are changing, there's more educated white people, larger american, african-american populations. georgia seems to be the next one. why not go to georgia now? it would be more expensive than going to arizona, steve. >> and how much thinking from the clinton campaign is about after the election, if she wins, trying to establish some mandate here, more than just a normal victory you might expect, something bigger, might give more leverage with congress next year. >> i think that's part of it. the fact her lead is as durable as we have seen the last couple weeks gives them a little more space to worry about down ballot races. they have a chance to flip the senate into democratic hands and really that's going to depend on her going after effectively the republican opponents. you've seen the clinton campaign and the president previewed this in ohio, changing the message. used to say donald trump, that guy is different from the republican establishment. they're starting to say the problem with the republican establishment figures is that they haven't repudiated donald trump. it is a small, seems like a small thing but it is a pretty significant change in messaging and having a democratic senate would make it easy for her to govern. if you listen to paul ryan and other republicans, you're starting to get more sense it will be status quo. republicans will dig in. that makes these senate races all the more important. >> kasie hunt at university of nevada, las vegas. see you tomorrow. thanks for that. >> see you tomorrow. another deep red state, we were just talking about this. kasie was giving you the down low, georgia could end up being a toss up, evangelical voters there may be a big reason why. >> i know for sure there are people in my congregation struggling how to pull the lever. the prevading sense i got from the congregation is deep sadness. >> up next, we go live to the peach state where early voting has kicked off. we will talk to voters, atlanta's so-called jesus junction, find out why some say they're conflicted this year. here i am... building a jet engine. we've been hearing so much about how you're a digital company, so you can see our confusion. ge is an industrial company that actually builds world-changing machines. machines that can also communicate digitally. like robots. did you build that robot? experience life well lit®. upgrade your lenses to transitions® signature. visit your vision source doctor and start living a life well lit® with transitions lenses. welcome back. time for a check of the headlines. donald trump back on the campaign trail in colorado. this is one day before the third and final debate out in las vegas. trump calling hillary clinton a corrupt politician and outlining what he says is an ethics reform plan that includes term limits for members of congress and reducing influence of lobbyists in washington. meanwhile, hillary clinton is headed to nevada today, finishing final preparations for tomorrow's debate. this as hacked e-mails published by wikileaks show nearly 40 people were considered to be her running mate, including bill gates and senators elizabeth warren and bernie sanders. the e-mail disclosures expected to be a topic of discussion during the debate tomorrow night. president obama says he believes the iraq and kurdish offensive to drive isis out of the northern iraqi city of mosul will be successful. that operation which began yesterday is expected to take weeks, maybe months. if it is successful, though, it would be a huge blow to isis. firefighters in colorado hoping improving weather conditions will help them battle a wildfire that burned more than 15,000 acres in the southern part of the state. hundreds of people have been forced to leave their homes. five days after bob dylan was named as winner of the nobel prize in literature, no one knows how he feels about the honor. the legendary singer, song writer on u.s. tour has not mentioned the award during any of his concerts. the swedish academy which bestows that honor hasn't been able to reach him. back to politics now. another presidential swipe at the republican nominee, donald trump during a joint news conference with the prime minister of italy at the white house. president obama was asked about donald trump's claims the election is rigged. >> there's no evidence that that has happened in the past or that there are instances in which that will happen this time and so i would advise mr. trump to stop whining and go try to make his case to get votes. >> nbc's ran allen joins us live from the white house. this is something we have seen from the president certainly on the campaign trail, not missing an opportunity even with the prime minister of italy there to go after donald trump. >> yeah, he said he was going to be more subdued today because he was in the rose garden, so he was states man like, but this was intense, a take down of donald trump. he did it in a way we hadn't heard before, more high brow, if you will. he said again this question of rigging the election, it's just not happening. he called what donald trump is doing unprecedented. said never before has any politician tried to do this. he said it was irresponsible as well, trying to say there's voter fraud, that the election is not going to be fair. so on and so forth. here's another segment of what he had to say in the rose garden. >> i have never seen in my lifetime or in modern political history any presidential candidate trying to discredit the elections and the election process before votes have even taken place. it's unprecedented. >> he also went after donald trump because of things he said about vladimir putin. he said that, too, for our presidential candidate was unprecedented. he used unprecedented a lot. mr. obama also said donald trump never ceases to surprise him, but again we go on. the president hitting the campaign trail this week, goes to miami, already been to ohio, north carolina, expect to see him out a lot in the final three weeks of the campaign. steve? >> ron allen at the white house. thanks for that. as we mentioned, three weeks from today is election day. as of this moment, more than a million and a half americans have already cast their ballots. this is becoming a bigger and bigger part how we do elections in the country. early voting under way in a third of the country. 17 states. that includes battlegrounds of iowa and ohio. they are set to begin early voting this week or next week. that's two-thirds of the country. georgia in particular has become a battleground state. recent poll shows donald trump with a lead of six points over hillary clinton. that poll conducted before the recent wave of allegations against donald trump by a number of women. if you look inside the state of georgia, evangelical christians makeup a considerable share of the voters, not just in georgia but across the south. the latest nbc "the wall street journal" poll gives trump overwhelming advantage over hillary clinton with evangelicals, this loyal voting block for republicans is increasingly torn. nbc chris jansing, part of her battleground america tour joins us now from atlanta. she's in a church there part of what's known as jesus junction. and chris, evangelical voters, traditionally as we say, republican voting block. these allegations against donald trump are probably not something they're used to dealing with in a candidate they support. >> reporter: yeah, they're not used to dealing with it in the pews, pastors aren't used to dealing with it from the pulpit. no doubt there's a rift. on one side you have the old guard evangelical leadership, folks around for moral majority, that political movement in the '80s that largely stuck by donald trump. but you have a new generation of evangelical leaders who have spoken out publicly against some of the things he has said. christianity today published what can only be described as a scathing editorial against donald trump. now 1200 women who are leaders of churches, evangelical churches, christian churches around the country signed a letter against donald trump. i spoke with a woman who spearheaded it, wrote this letter. asked her if she thinks in this what is essentially a religious debate, whether it will have political implications. here is what she told me. >> i know it is already having an impact. great evangelist beth morris spoke out about her own incident of sexual abuse this weekend, has been a help to many women with the same experience. i am glad to see evangelical women everywhere standing against this kind of abuse. >> men as well? >> absolutely, men as well. >> reporter: how could it make a political difference. let's start with the fact that in the past, even though there's still a large advantage for donald trump we have seen republican presidential candidates get 80 or close to 90% of the evangelical vote. even if you go into the 60s and 70s, that's significant. significant in a state, steve, as you know like georgia. 56% of registered voters here self identify as evangelical. so when you take that combination of numbers together, you see why hillary clinton is looking at georgia as potentially gettable in places like here in atlanta and also in macon, there are african-american evangelicals prone to support hillary clinton, but seem to be energized to work against donald trump. >> jesus junction in atlanta. georgia is potentially a swing state this year. coming up, donald trump making claims the election is rigged and making claims about voter fraud. how many voters are buying it? fedex. helping small business simplify e-commerce. i am totally blind. i lost my sight in afghanistan. if you're totally blind, you may also be struggling with non-24. calling 844-844-2424. or visit my24info.com. you go out, talk to enough people, you find an average how many vote for trump and how many vote for hillary. i think i speak for all of us saying the law of averages has always been in trump's favor. >> look at the rallies on the news, they show us people hillary, not the thousands and thousands of people trump is. so if he doesn't win, that's going to make me question a lot. >> well, there you go. those are some voices from outside a donald trump rally a few hours ago. jacob rascon talked to supporters. donald trump knows he is trailing in the polls, he says it is because the system is rigged. when donald trump makes that argument that the system is rigged, sounds like he is making two different arguments. one of them talking media coverage. he says the media is rigging its coverage. it gets to the integrity of the election, of the votes cast and counted on election day. he is alleging voter fraud in terms of casting of ballots, counting of ballots could cost him the presidency. we should point out instances of actual what they call in person voter fraud, somebody going to a polling station, saying my name is so and so, i want a ballot when it is not that person in person voting for it like that is extremely, exceedingly rare. but he is raising voter fraud in the election and takes us to the most important number of the day which gets to the question, how many people are receptive to that argument he is making and the number of the day is 73. 73% of republicans, brand new poll in the last two days, say they agree with donald trump that the election could be stolen. 73% of republicans. basically three out of four. look at the number of democrats, just 17%. huge, gigantic partisan pull. that 41%, it is overwhelmingly coming from republicans. check this out as well. how confident are you that your vote, your votes in the election will be accurately counted. again, this is something trump is getting at when he starts to talk voter fraud. how confident are you that votes will be accurately counted. two-thirds of voters say they're confident. that leaves one-third who say they aren't confident. you try to break it down. trump supporters are split on this question. 48% of them. basically half say they're not confident that their votes will be accurately counted. when you hear donald trump out there talking about voter fraud, talking possibility of the election being stolen, we should stress actual instances of in person voter fraud practically nonexiste nonexistent. rare instances that happened. seems like when donald trump talks about that, it is on the mind of the day. 24 hours and counting until the debate, until the final debate that's tomorrow in las vegas. little more than 24 hours. my math is lost. how is hillary clinton responding to the latest wikileaks revelations, will trump press the claim of rigged election. how both candidates are preparing for the third and final showdown next. >> i think it is a tossup now. i think what you saw rubio's response to murphy is donald trump put republicans running down ballot in a precarious position. many of them, including rubio, pledged to support trump and vote for him, but trump is also unpopular in a lot of states. they have to walk this fine line of expressing disagreement with him but also not angering a trump segment of the vote. i think nrsc came out and said they're going to run ads declaring people should vote for republican senate candidates to be a check on hillary clinton, essentially conceding the race at the presidential level. that's an argument senate candidates can't make, it concedes loss at the presidential level. i think it is very helpful, polls show even if there's a clinton presidency, voters want a check on it. that's helpful to republican senate candidates. >> an amazing development there, reminiscent of what happened last time a clinton was running for president in 1996 around this same point. republicans made the same decision, through bob dole that year, threw him under the bus. want to play something that mike pence said earlier today. donald trump was talking about that the election is rigged in his view, talking more specifically, donald trump has been about voter fraud. mike pence was put on the spot about that a few hours ago, this is how he responded. >> there's no question whether it be in the state of indiana or in states around the country that in recent years we've had instances, proven instances of voter fraud. that's why donald trump and i are encouraging all of our supporters around the country and frankly every american, whatever their politics, to take the opportunity to be involved in a respectful way in providing accountability at our polling places. >> we were saying in terms of documented cases at polling stations of in person voter fraud, it is exceedingly rare. there's a more complicated thing with absentee ballots, but that's not what mike pence is talking about. he is going down the same road with donald trump. what's the big picture calculation in terms of talking about this now for donald trump. is it firing up his base? does he think it reaches swing voters or as some suggested is this a candidate laying ground work for what he says when the election is over. >> i think it is a combination of a couple of those things, steve. i think part of it is this idea of telling supporters everyone is against us, the media is against us, the system is against us, that means every last one of you, every last one of you trump supporters has to show up. i also think we all know where the polls are. there's an element here of donald trump preparing the grind for possible defeat. his whole self identity is so enmeshed, calls himself a winner, disparages opponents as losers, looks at the moment like he is going to lose the presidential election, i think he is preparing the grind for that. >> and if there's going to be, i hate the cliché, can't think of a better one, a game change moment for donald trump that moves the polls back in his direction, you have a shot tomorrow. you have millions watching the presidential debate. any indication that donald trump prepared any differently for this one, going to show up with a different approach than we have seen or is it just a continuation of st. louis? >> if there's one thing we can say about trump is that his behavior and approach has been incredibly consistent throughout the republican primary and throughout the general election so i think we're going to see the same trump tomorrow that we've seen through the entire election and that most likely game changer is likely to come from hillary clinton or some revelation about her or some outside force that nobody is expecting, not from trump or anything he does. >> niall, what are you expecting tomorrow, last chance for trump?
