do. i mean, i think everyone agrees that we need to be creating jobs. there s got to be something to stem the tide of unemployment in this country. but why is it so difficult? i mean, here, the congress has spent $787 billion to that end. and even though republicans don t agree with how that money was spent, it s not like somebody s sitting on some grand plan that s going to create all these jobs and people just don t want to do it. why is it so difficult to create employment? well, i think several reasons. you know, the fact that you have a big problem doesn t mean that there s a single big solution. there are lots of things we could be doing. some of the programs that were done under the temporary assistance to needy families, the emergency funds to states, i think, were very helpful. we could be doing things to help small businesses, which have been hit very hard by credit constraints in this crisis. there are several things that we can do. part of the problem is policy uncertaint
