Satkhothang Kipgen who went missing since September 30 was found by a team of New Keithelmanbi Police Station along the National Highway near Longjang Village on Tuesday.
The arrests were made in connection with the kidnapping and killing of two Manipuri youths in July, a case that had stirred widespread public outrage. The CBI had arrested four people in the case who have been taken to Guwahati, Assam.
