AUGUSTA, Maine (AP) — A supporter of a proposal to create a consumer-owned electric utility is suing to stop a separate popular vote that could stymie the effort by restricting long-term debt needed to buy out the existing utilities.

A lawsuit asks a judge to reverse the secretary of state’s certification of petitions allowing the debt referendum to appear on the November ballot alongside one to create a new utility.

The group is called No Blank Checks and it's supported by the parent company of Central Maine Power, which is the largest utility in the state.

If Maine voters simultaneously approve two ballot measures regarding the establishment of a publicly-owned power company, they could cancel each other out.
