ROSEBURG, Ore. – Roseburg’s city council publicly addressed allegations of selective enforcement of Governor Brown’s COVID-19 orders.
Roseburg Citizens for Truth said Roseburg Police Chief Gary Klopfenstein took enforcement action against a struggling restaurant that was allegedly violating COVID restrictions.
Three weeks later, according to Roseburg Citizens for Truth, Chief Klopfenstein showed disregard for the governor’s order during a Black Lives Matter protest, attending the event mask-less and violating social distancing guidelines. The political action group said the chief’s behavior was hypocritical and amounted to targeted and selective enforcement of the governor’s order.
Roseburg Citizens for Truth also accused Chief Klopfenstein of lying about online crime reporting and reports sent to the FBI.

As I recall she had on her cleanup clothes â boots, jeans, long-sleeved shirt and gloves â and was right in the middle of the muck. I was immediately struck by the huge mess she and a half-dozen other volunteers were dealing with â discarded clothes, chairs, license plates, bike parts, shopping carts, suitcases, empty water bottles, cigarette butts and used needles. Lots and lots of used needles.
I was also struck by Hicks. This was no elected official just along for a photo opportunity. Hicks was in the thick of the cleanup for much of the day, despite a steady rain.
