Federal support for border security policing should be viewed as a short-term bridging program to secure the border now, not as a pork-barrel program allocated through earmarks. To fund theseefforts, Congress and the Administration should plan to allocateabout $400 million per year over three years out of the projectedspending on homeland security grants.
