senator paul said he would vote against it. without some congressional authority and without border security first, i can t support the final bill. it will pass the senate but it s dead on arrival in the house. the house is much closer. rand paul supported this thing, it probably would have gotten 80 votes in the senate. the fate look, s as unpredictab as ever. on morning joe, congressman paul ryan tried to blame democrats for the failure on the farm bill. during consideration of this bill on the floor, they reneged on the commitment of the 40 votes and the bill went down. when you re in divided government and you re trying to bring bipartisan legislation to the floor, you have to keep your word on whether you re going to vote for something or not. i before this bill came on the floor said i wasn t going to vote for it. in an interview we did
will be dead on arrival in the house of representatives. house republicans are talking about the incremental approach you favor. deal with enforcement first and after that deal with the 11 million illegals who are in this country. take a listen to speaker boehner. it is border security and confidence that we have the border secured before we begin to go down this path of addressing both the legal immigration issues and the illegal immigration issues. chris: senator lee, senator graham and a lot of democrats say it will kill the legislation. they will not accept border enforcement first and then a promise to deal with legalization for the 11 million who are here, after. guest: that is what they say. that is what they want to be the case. the house of representatives has it right, however, the house of representatives has said border security first. they are doing expect the right thing, dealing with this in the
reform. we ll be in the neighborhood of 70 votes by time the vote occurs at the end of the week. very tense. joe cool ain t so cool right now. the bill will pass. i think we re on the verge of getting 70 votes. without some congressional authority and without border security first. 70 votes, that is my goal. it has always been my goal. i can t support the final bill. we re very, very close. . we re very, very close. 70 votes. whoo-hoo. the amendment i think gets us over the top. the only thing we don t seem to get are the records from the president. isn t that interesting? let s get right to our panel. we re joined by congresswoman eleanor holmes norton who represents the district of columbia and by james carville, democratic strategist who, of course advised former president bill clinton on his first run for the white house.
