right now. westbound traffic is not affected. traffic is also being turned around at sir francis drake boulevard at anderson drive in marin county. still no word on when those eastbound lanes will reopen in san francisco glass fell from a high rise and came crashing down onto the street below. this is at 55. five california street, formerly known as the b of a building. ktvu is christian captain joins us live from the city and christian dangerous situation here on the streets below. is there still a shelter in place order? yes still a shelter in place order and a very potentially dangerous situation. but we've actually moved positions are actually going to show you what that looks like. right now. you can see this is 555, california as we tilt up, you can see where that window popped out up there all the way up on the 43rd floor and we have video of the moment that glass broke free and crashed down 43 stories below. firefighters say this all started at around two pm when they received multiple 911 phone calls. firefighters say when they arrived, glass was still actually falling from that high rise building. firefighters say not only has that one window cracked and sent glass raining down onto the street below a second window has shown signs of cracks as well and looks as if it could break at any moment. firefighters have cleared the streets of california and carney at that intersection as a precaution or advising workers in nearby buildings to shelter in place to avoid the possibility of being hit. by falling glass. we have glass shards, mostly isolated to the kerney and california street side of this building, but we have hazards on the pine street and montgomery side as well. it's just hard. unfortunately, firefighters state no one was hit by that glass. when it fell, emergency officials say it could have been a very different story. had all of this happened right at the height of the evening commute instead of it two in the afternoon. we will continue to monitor developments here, including keeping an eye on that second window that firefighters say has shown signs of cracking there on the 43rd floor. of 555, california we're live in san francisco, christien kafton ktvu, fox two news. christian are they having to go four by floor here and actually inspect every window of that building. so it's unclear if they're going floor by floor. they are working, they say very closely with building management, and they say that they have worked closely with building management building management is trying to help them figure out what the situation is with the various windows there, and i actually saw firefighters consulting with building managers from other high rise buildings in this area, as you well know. from your years of covering san francisco. there are a ton of high rises right here in the financial district. each one of them has their own crew of personnel who maintain and work on those buildings. firefighters are going and talking with various building managers to make sure that their buildings are secure as well. alright, christian captain live tonight in san francisco. christian. thank you. of driving down the road, and i didn't even see the lines on the ground. stupidly tried to pull it off my tire. and i got a huge big shock. i feel lucky to be alive. felt like my nose hairs got all cleaned out. brad fleming is lucky to be alive. he was shocked by a live down wire in woodside. it happened along ridgeway road in san mateo county, a common site this afternoon from the storm trees toppled, leading to power outages, road blockages and a lot of debris. livermore police are asking people to call 911 only for emergencies. so resources are not overwhelmed. ktvu is brooks jarocz joins us now live. he's in livermore tonight to continue our team coverage. brooks julie. the wind has been whipping so fiercely that it toppled gigantic trees that were so saturated like this one behind me, and you see what's left? bunch of big roots and it also took out the side of this apartment building and check out that bunk bed right there. we spoke with a mother whose son was actually on the bottom bunk, she says. when that tree came toppling down now, since then, we've seen tree crews very busy out here because there have been a lot of leaning trees. in fact, i pointed out one during our four o'clock newscast that was threatening another apartment building to the left. that tree that was threatening that building was taken down about a half hour ago and check it out. following that we heard a lot of neighbors cheering because in that case, it did not take out any of the apartment units, but we saw dozens of trees down in about a half mile section of this roadway into this apartment complex, not far from downtown livermore. in fact, some of them destroyed cars they destroyed. the different parking structures that the cars parked under as well as other damage across the roadways. this is just a common sight here, and many of the people who live here say in the decades they've been here, they have never seen anything this severe. i want to go back and talk about that woman. we spoke with the mother whose son was in that bed here what she had to say about that experience. i want to share what that experience was like. i was pretty scary, like so, like laying in bed cracking, and then i jumped up in like certainly jumped up. it kind of came through. threes here you make you wonder if you didn't jump up? what would have happened a second like, yeah, like there is like a second letter and then yeah, little bit. we've been told him stories for sure. also in shock a little bit yeah. what happened? what's your plan from here tonight? we're going to get a hotel and then the complex is going to put us up another apartment until they can destroy restoration and fix it. everything so. and they're not the only ones who are shocked. i've seen several neighbors come home within the last half hour and they're coming and looking around and they're just can't believe their eyes to see all of these trees that have been toppled in the damage that it has caused and the wind has continued to gust here on and off. we've also seen some rain. there is a high wind warning in effect in the livermore area until at least 11 o'clock. this evening for now, reporting live in livermore, brooks to rose. ktvu fox. two news so scary just a close call for that young man . brooks, the wind just whipping gusts of up to 50 miles an hour, just blowing through the trees in livermore. how are the winds out there right now have calmed down a bit. at the current moment. yes but i can tell you just as i say that i feel another gust of wind. i mean, when we were coming out here, we could feel our news car blowing all around the highway, so it's not just near the coast. this is inland valleys that are getting this sort of weather and people say they've never seen anything like it. just fierce winds out there tonight. alright brooks jarocz reporting live for us tonight in livermore. thanks, brooks. oh, my god! back the tree! oh, my god! oh, my god. ktvu viewer captured this video showing the moment a tree hit the lighthouse baptist church. it happened at neil and second streets in pleasanton. no immediate word of any injuries there, but you can see the tree caused major damage to a portion of that church. nearly 300,000 bay area customers are without power because of the storm. you can see all the orange and red on p genies outage map in the south bay. more than 131,000 customers in the dark more than 91,000 in the east bay peninsula has nearly 64,000 outages and more than 8100 in the north bay. and that is where we find tonight. ktvu s tom baker, tom. well the situation is very simply this p genie always has to look up. because when they look up there, looking for things that could fall on their trees as long as these trees stay there, no problem if they come down great, big problem in terms of supplying power, and that's why they are running like the wind to catch all this wind damage. before the winds came up in the wee hours of tuesday morning, there were small number of bay area homes out of power. but by noon, the wind raised that number to hundreds of thousands of barrier customers. so a day of these gusty winds, sometimes with gas up to 80 mph can create storm damage, and that's a challenge for our crews here on the top of marine counties, wolf gray, the attitude is only 270 ft. but the winds are blowing like crazy. how crazy at least 30 miles an hour plus plus gusts. imagine what it's like up higher. never seen one like this. and here we've lived in this canyon for almost 15 years and southern marin canyon where katie lynn and her husband work from home, a tree took out an entire power pole, which is way more than just a poll so many other components to uphold. there's a transformer. there's fuses. there's conductor, so those are all components that need to be repaired. that means repairs will take until the least 10 pm but it could have been worse. we got a lot of really big trees in this canyon, and, um we had a bunch of therese cleared out over the last couple of years in preparation for, you know, kind of storms that come in this canyon. but the wind was unbelievable this morning long after rain subside. high winds will continue to topple stressed drought, weakened limbs and trees, soaking and super saturated soils that may not be able to resist their weight. the winds sort of stand alone in santa rosa and early morning tree fall took out to power poles cutting power to 277 customers. who may be back online by eight pm in san rafael . power lines art when a tree limb fell onto a power line, causing an outage and street closure on mountain view avenue. after the vegetation was removed , significant repairs were needed to restore power, and we have brought in crews from other areas that are less impacted. we've also brought in more contract crews. now standing on a canyon near mount tam. i recorded the highest speed i recorded today. this is the max speed 65.4 miles an hour, and it was hard to stand up doing that now that may have been very, very localized and not a general matter, but that is exactly what we experienced with this accurate when those strong winds today, creating a lot of concern about this is this storm was coming in. we were touting the big rain totals 356 inches. this running this event under delivered big time in rain like maybe a half to even less than a half of what we expected, but it over delivered in the wind. this thing is all about wind. we've had wind gusts throughout the bay area. tommy pointed out that 65 one of the brakes there that you know. we think about all the trees were showing you trees down, but imagine when you go out in the bay area proper in the open spaces. how many trees? how many limbs are down? how many? so when you're driving around tomorrow or tomorrow morning or late tonight? pay attention because there's a lot of stuff can still fall even as the wednesday so i'll get more weather going in a few minutes, but i will point out this. the winds are on their way out. they have died down quite a bit from where they were. it's still windy, but it's not blowing 74 miles an hour monterey county are working to repair the levee breach that flooded the town of povero. the department of water resources released this aerial video showing just how big the levee breach was. it's about 300 to 400 ft. wide heavy equipment crews are now moving large boulders into the massive gap to stop the flow of water. the work is going on 24 hours a day, with large light set up for work during the night. thousands of people have been evacuated and will likely be out of their homes for weeks. the cemetery county sheriff's office is keeping a watchful eye on pescadero. today a deputy say the 15 year old boy is now recovering at a hospital officials say four young people were involved in that attack, but so far only one person is under arrest the investigation into what led up to that attack is ongoing. a man was shot and killed early this morning in gilroy while trying to stop a car thief that suspect took off in the victim's car, but was later arrested. our prime reporter henry lee, live now the gilroy police, too. apartment with the latest on what happened, henry. julie this is a tragedy, the latest one in which the victim has been killed while trying to stop a suspect brings up the delicate question once again should victims be trying to confront criminals themselves? 32 year old man was shot and killed in gilroy while trying to stop a suspect who was stealing his car in the middle of the night victim confronted a suspect who was attempting to steal his car. and during that confrontation, the suspect shot the shot the victim and fled the scene in the victim's vehicle. the shooting happened on pheasant drive near the victim's home at about 12 20 in the morning. neighbors tell me the victim tinkers with cars late all the time, working on vehicles and stuff in his garage . he's always has a garage door opens. he's always fixing up cars and, you know, sometimes i'm when i'm out walking at night. i chat with him, and he's a really great guy gilroy, police and family members tell me the victim rushed out of his home when he realized the suspect was trying to steal his subaru impreza. police say the suspect shot the victim in the chest. the victim's mother told me off camera. this is a senseless act. it did not need to happen. the suspect was then spotted driving the victim's car on highway one. oh, one year somavia road south of salinas, after a short vehicle pursuit, was able to take the suspect into custody safely. the suspect was arrested by chp officers, along with monterey county sheriff's deputies. he's been identified as 27 year old angel ochoa, marino of oakland. neighbors of the victims say they're shocked by the violence is usually very safe neighborhood. you know, we haven't had issues like this before. i probably would have just called the cops and let them take the car. i mean, it's just a car, assuming you didn't think he was going to lose his life over this. i don't know what's happening in in not just gilroy but california in general. something's gotta change. barbara beeman knows the victim's family if they see somebody outside messing with their car. they're going to go out there. it's just probably instinct. you probably don't even think about oh, i should wait inside and call the police. encourage that. you just call the police department instead of trying to confront that individual. now in recent years , victims have been shot and killed by catalytic converter fees and car burglars. now this suspect has been booked at santa clara county jail on suspicion of murder and just 24 hours ago. hey mike. i was just going to say that last night we were kind of waiting for the snow to come in. and as you can see behind me, it definitely has. a snowfall has been pretty much ongoing all day long. and the thing about the snow here in albany is that it's very wet and heavy. so when you go to shovel your driveway outside of a business or even plow the roads, it makes things really difficult. because what it is cleared out, it just keeps coming down. but of course, there are parts of the northeast that got up to two ft of snow overnight. this all makes for very dangerous travel conditions . a plane even slid off of the tarmac at the syracuse regional airport early this morning. thankfully everyone is okay and that incident and snowplows and emergency crews have been working hard out on the roads, but this heavy snow is hanging onto some power lines and around 100,000 people just here in new york, new york without power. on the foot traffic in downtown albany. today was pretty light as you can imagine, but people out and about that i spoke to say they went pretty much the whole season here with very little snow, and they were definitely not expecting this storm was spring right around the corner, but those road conditions we keep talking about our everyone's biggest worry right now. i see the snow piles and everything, but i live on a one way street. so those snowbanks definitely takes up a lot of the street way. i thought we were kind of turning the leaf of the snow and everything. but this caught me by surprise, and i hope it goes as fast as it can. and states are bracing for a multiday storm. right now. it doesn't seem like things are slowing down, but of course, we'll keep you all updated on the latest conditions in albany , new york, madison, scarpino ktvu. fox two news not quite spring yet. madison appreciate the time as always, thank you strong winds here in the bay area, causing big delays out of san francisco international. the airport actually had to go on a ground stop. meaning planes could not land because it was just too windy. there's a live look out at sfo tonight. the airport remains at this point on a ground delay program, according to the aviation web site. flight aware nearly 400 flights have been delayed just today. alright this atmospheric river this one basically being characterized by extremely gusty , strong winds. if you asked at the end of the day, what was this storm about? it was about wind. we got an inch and a half 2.5 inches in places of rain. other places less than that an inch to a half, which is a lot, but these winds significant, especially at sea level where you had sfo at 74 miles an hour and again. sarah felled richard bridge. we showed you earlier. a couple trucks overturned on that, you know, you think about how those bridges role right from sanford richmond bridge is kind of it's kind of going from west to east, so a south wind just goes right up the bay right from san francisco in through the bridge and hits a perpendicular. that's why that bridge seems to have so many turnovers also on that lower deck because of the way the bridges you get this, you got the top and the lower deck. there's sort of a venturi effect that goes on when the wind gets sandwiched in there, so we if you ever notice when we do win cars over on those bridges, especially it's almost always a centerfold richmond bridge. it's not always but very often has a lot to do with that. the situation of that bridge the way it sits perpendicular to the southerly winds. look at this 93 miles an hour, max gus today in marin county up over at about 1000 ft that is significant coming up on 93 miles an hour at 93 miles an hour. high wind warning stays in effect through about 11 o'clock tonight, but you've noticed the winds have died down doesn't mean it's over. but i think the real heavy winds pretty much done. you can see the rainfall accumulations here as i mentioned not as significant as with the last one certainly still enough to cause problems, but it's manageable. that's a strong winter storm or a good winter storm, but not in terms of rain, but not in terms of the atmospheric river that we saw last week. in terms of that it's a quarter of the rain amounts. so what? i just say, winter dying down. rain is dying down and we get a chance to dry out. i'll have been closed after the strong, gusty winds knocked over a van as well as a walmart big rig that happened just about 3.5 hours ago. the big rig was eventually upright it here within the last 15 to 30 company of facebook, says it is laying off another 10,000 employees ceo mark zuckerberg, making that announcement this morning. marking the second round of layoffs by meta in four months, the company announced 11,000 job cuts back in november combined those cuts total 25% of metas workforce, industry analysts say. many of these job cuts in the tech sector stem from ambitious hiring during the pandemic. it's well known now that for the past couple of years, tech companies over hired , fueled by low interest rates and benefiting from people staying at home and turning to tech products, and so a lot of the tech layoffs that we're seeing now are designed to overcorrect for some of the over hiring. zuckerberg says the layoffs will take place over the next couple of months. still ahead tonight, president biden signing an executive order when it comes to gun safety what it means for california and the latest on the $5 million reparation payments under co ideration signing an executive order in monterey park, the site of a mass shooting back in january. our political reporter greg lee , is here now to explain what's in that executive order. greg julia, the president, wrapping up a two day visit to the state meeting with families of the 11 people killed in that mass shooting and signing this order today, mostly calls for stricter compliance with existing gun laws because he is limited without congressional support. ban them again. do it now. i'm nuff do something! do something big president biden once again employing congress to take stronger action on guns. the president signed an executive order aimed at increasing the number of background checks before gun purchases. he unveiled the effort in monterey park, where gunmen killed 11 people at a lunar new year celebration in january this year, right away you might start shooting again. i'm here on behalf of the american people. mourn with you. to pray with you. to let you know your loved and not alone. the order calls on the attorney general to do everything he can to ensure firearms sellers are complying with background check requirements close as we can to universal background checks without new legislation. i just it's just common sense, with congress deadlocked and unlikely to take further action. the order pushes implementation of a sweeping gun violence bill passed last summer after mass shootings in buffalo and you've aldi. it calls for raising public awareness about red flag laws improved support for communities impacted by gun violence mandating better reporting of ballistics data from federal law enforcement to catch repeat shooters and a federal report on how manufacturers market guns to the general public, especially minors. accelerate and intensify. this work to save more lives more quickly. many democrats and gun control advocates praised the move while the national rifle association pandit, writing until president biden, his allies decided to go after violent criminals. violence will continue to spiral out of control as it has the focus of our laws and efforts should be on the criminal element and not on law abiding americans. biden renewing his call for congress to take on his proposed legislation passed universal background checks. eliminate gun manufacturers immunity from liability. and i am determined. once again the ban assault weapons and high capacity magazines. california home to some of the nation's strongest gun safety laws, is one of the 19 states with existing red flag laws those states received about $200 million last month to help with those programs in the newsroom. gregory ktvu, fox two news, julie and greg during the visit to monterey park, did the president meet with any of the victims families, julie some of them were actually in the crowd for his remarks there. he also met with them after those remarks in monterey park, saying he would continue to support them. that is part of the executive order in offering support therapy services to those impacted by gun violence. also in the audience today, the young man that is being hailed as a hero for stopping the shooter when he tried to go to a second location in monterey park. alright greg lee reporting for us in the newsroom tonight, greg. thank you. a new poll shows former president donald trump and florida governor ronda sant is very close in a new poll even though the florida governor has not announced whether or not he will run for the white house next year, the president still quiet on his own future plans as he is focused on gun control, a new cnn poll says 40% of republicans backing trump as the gop nominee compared to 36% for the santis. iowa voters recently had the chance to see these two front runners as the two made trips to the state just days apart. it's the young buck, who is now challenging the alfa buck . but i don't think that trump is really even taken his gloves off yet. both trump and dissenters have aligned on some major issues, including the war in ukraine. president biden remains a prolific fundraiser, even though he has not yet announced his plans to run. he helped raise about a million dollars at a democratic national committee fundraiser just yesterday. right now, san francisco supervisors are considering a reparations proposal that includes a $5 million lump sum payment for each eligible black person. san francisco could become the first major u. s city to fund reparations as the idea gains traction across the country, but critics say reparations are flawed and financially unfeasible. preparations advocates say the harms of slavery have continued since its official end back in 18 65. before today's meeting, supporters held a rally to talk about why preparations are needed. we've heard a lot of critics and even some of you may be questioning why would we be seeking reparations for black san franciscans? many folks often say that california and san francisco specifically did not enslave black people. and so there's lots of history that obviously needs to be researched , and i'm putting that responsibility on all of you to do that. black people make up 6% of san francisco's overall population and 38% of its homeless residents taking a look at wall street stocks rebounded today. after a very volatile day of trading yesterday, the dow gained 336 points the nasdaq was up to 39 is more than 2% and the s and p closed nearly 65 points higher. shares of regional banks recovered following the collapse of silicon valley bank and signature bank. shares of san francisco base. first republic were up more than 8. a class action lawsuit has now been filed against the parent company of silicon valley bank, its ceo and its chief financial officer , and the lawsuit says that the company did not disclose the risk that future interest rate increases would have on its businesses. the lawsuit is seeking unspecified damages for those who invested in svb financial group since june message board attached to their dorm room door and i feel like people are super duper respectful, but in a lot of things where in a lot of places where there's kind of on the midi and like people think that they can get away with things because they're not saying it straight up to their face. burn holes is jewish and a senior at stanford, living in another dorm hall. the worst parts of a person can come out when they're bored and yeah, i think. thankfully there hasn't been any violence. it's mostly been just kind of horrible images and speech, and i really hope that it doesn't turn into violence during the school year , there have been three anti semitic incidents reported on campus, including the latest incident, stanford released a statement that says in part, stanford wholeheartedly rejects anti semitism, racism, hatred and associated symbols which are reprehensible and will not be tolerated. it really broke my heart to see that you know if it affected affected the student and the larger community. as a muslim student. here we stand in solidarity dirty with the jewish community right now, and we really our hearts go out to them. the university says mental health services are available, as well as support from the staff at the office of religious and spiritual life and hillel. the action that stanford's taken has been good. they've really reached out to us. make sure that we have support from our resident advisors. and all the deans and, you know, we just hope that stanford is able to support the community in need now and sort of help us get some sort of resolution from this. stanford's department of public safety is investigating this incident as a hate crime. they're asking if anyone has any information to reach out to public safety or to contact
