Brenda Scales spent the last year paying off her water bill.
Scales, 69, lives in a southwest Detroit home. She doesn’t mind living alone; her sons visit weekly, but it’s hard making ends meet on her own. Scales relies on a fixed social security income of $792 a month 11% of which is spent on the water bill. So, when a leak in Scale’s pipes spiked her bill to sometimes $300 a month in summer 2019, she fell back on her bills and was at risk of having the water turned off.
