Winters, 80, of White Hall was cited on a charge of improper lane use after the car he was driving and one being driven by Ashley M. Whitaker, 34, of White Hall collided at 2:02 p.m. Monday in the 500 block of East Morton Avenue. VANDALISM • A brick was thrown through the windshield of a car between 6 p.m. Monday and 7 a.m. Tuesday while it was parked in the 800 block of South Church Street.
