The real system of tracking how much water gets used is just completely broken right now. Reporter begi with the Natural Resources Defense Council is among those concerned that the state only collects water use records from senior water rights holders every three years. The concern is not everyone had the same incentive to conserve water. When you have a senior water right you may not have to do what the juniors do.
