Parking, all of those things. And so i welcome this. And i hope we do it. Thank you. Commissioner richards. So just to be clear its nothing that you just said that i would say i violently disagree with. I did meet with supervisor moore a couple weeks ago and he asked to meet with me because when i first met him i said you should take the reigns and show sacramento that we are doing something. But i said to him two weeks ago we need to be careful that if you do things that there is some type of protection that we dont do something and then all of a sudden something rolls over us and everything that we did actually was more not because now theres some new mandate out of sacramento. We spent weeks years, on the market octavia plan. We designed it, 45 feet in the middle of the block, 55 feet at the end of the block. Got 85 feet in the middle of the block now. These are the kinds of things im talking about. We got to be careful. Thats all im saying. Thank you. Let me just add one more thing
So as commissioner sullivan can attest to, we had a really interesting policy Committee Meeting on these issues. And we wanted to ask cyndy our Climate Program manager to give you a brief outline of what was discussed not nearly in the same level of detail. But as lowell said, when you look at our where weve got emissions coming out, its pretty clear theres not a lot of mystery here. Our buildings are a big part of the story. And where those emissions are coming from, cyndy will talk a little bit about that. But more and more, they are coming from natural gas. And while we will be developing a Climate Action strategy that you will hear a lot more about for 2020, we dont wait for that to be finished before we adopt policies along the way. And theres a particular moment in time now that is very important because the Building Code gets updated on a threeyear cycle. And we are and that starts now in 2019, the new cycle. So we wanted to weigh in to be in alignment with that statewide cycle.
It is one data point. The estimate is more than 6 billion of value will be in california through this transition to zero emission buildings in construction as well as elimination of emission the transportation sector. Third point, the resilience of buildings is improved, the occupancy is improved through use of electricity. That boils down to more than 70 chance of a major seismic event in 30 years. They could restore gas Service Within approximately six months after the seismic event in the order of the 1906 earthquake and fire. Electricity could be restored in approximately one week. It is in that context that we have today if you apply for a permit today existing requirements if you build a residential building there are numerous screen building requirements no additional efficiency requirements if you build an all Electric Building with gas that needs to be 10 more efficient.
