As long as people have lived in the Monterey Bay area, they have experienced both dry years and wet years, and sometimes back-to-back. As I am writing this on Thursday, we are in the midst of one of our driest winters in years. As of Tuesday, Santa Cruz had received just 3.7 inches of rain for the season (which began Oct. 1), whereas on average we would have been soaked with 16.1 inches. We were at just 23% of normal.
