Mindanao Bureau Chief DAVAO CITY — Legislation declaring the Davao region the cacao and chocolate capital of the Philippines has provoked opposition from other cacao growing regions, who instead proposed more inclusive branding declaring the Philippines as the country of origin for exports. Val D. Turtur, president of the Cacao Industry Development Association of Mindanao, Inc. and former chair of the Philippine Cacao Industry Council (PCIC), said the approval of Senate Bill (SB) No. 1741 “will get the attention of the international community that the National Government is supportive of the cacao industry,” while gaining the region’s farmers some leverage on pricing.

(Contributed photo) Contributed photo February 15, 2021 THE province of Zamboanga de Sur successfully conducted its opening program for its four-day provincial cacao festival, which commenced on February 11, at Capitol's covered court in Pagadian City with the theme "1st Kakao Festival 2021: Zamboanga del Sur Chocolate Experience." This provincial cacao festival, the first to be conducted in the entire region, is initiated by the Department of Trade and Industry-Zamboanga del Sur Provincial Office in partnership with the Provincial Local Government Unit of Zamboanga del Sur, Department of Agriculture-Zamboanga Peninsula and the Rural Agro-Enterprise Partnership for Inclusive Development and Growth (Rapid Growth) Project. It aimed to showcase local producers and manufacturers of chocolates and cacao-based products, including local brands that are slowly making waves in the market and earning recognition for their distinct flavor and high-quality beans.

Press Release February 9, 2021 Villar vouches to declare Davao City as the "Chocolate Capital of the Philippines" and Region Xl (Davao .region) as "Cacao Capital of the Philippines" CITING Philippines Statistic Authority (PSA) data which showed that the biggest bulk of the country's annual cacao production came from Davao Region, Sen. Cynthia A. Villar yesterday sought to declare Davao City as the "Chocolate Capital of the Philippines," and Region XI (Davao Region) as the "Cacao Capital of the Philippines." In her Sponsorship Speech on the proposed Senate Bill 1741, Villar said PSA record indicated that approximately 78.76% of annual production of cacao in the Philippines came from the Davao region composed of Davao del Sur, Davao City, Davao del Norte, Davao Oriental, and Davao de Oro and Davao Occidental. They are the top 5 producers in terms of volume of production.
