Caloocan City Mayor Oca Malapitan on Monday said persons with disabilities (PWDs) as well as members of TODA and JODA, or associations of tricycle/jeepney operators and drivers in the city, will receive cash aid.
Malapitan said the financial assistance for these sectors will be taken from the remaining Enhanced Community Quarantine (ECQ) “ayuda” allotted by the national government for Caloocan City.
In a radio interview, the mayor said the national government gave them permission to give the remaining funds to those who are in need.
“Meron namang instruction ang national government, binigyan kami ng maliit [na halaga] na pwedeng desisyunan. Ihanap namin ng iba (beneficiaries) ‘yung matitira para wala na kaming isoli sa national government (The national government has instructed us and gave us small amount that we can decide on. We will look for beneficiaries of the remaining funds so we no longer have to return it to the national government),” Malapitan said in DZRH interview.

Malapitan said some patients are already camping outside the Caloocan City Medical Center and Caloocan City Medical Center-North and waiting for admission as the two facilities’ rooms are already fully occupied. He added, the same situation also occurs at the national government’s COVID-19-referral hospital, the Dr. Jose N. Rodriguez Memorial Hospital.
“Meron kaming dalawang hospital dito, eh nasa labas na yung mga tao. Di na namin kaya i-accommodate (We have two local government-run hospitals here, where patients are already waiting outside for admission. We can no longer accommodate them),” he said over DZRH interview, “Minsan nakapila nalang sila sa labas, pagbakante sa loob naipapasok namin at saka pag nakita na talagang positive sa COVID (Whenever there are vacant rooms and we see that they are confirmed COVID-19 patients, we’re trying to admit them immediately).”

“Noong inopen ang senior citizens, sinamantalahan [sic] ko na po. AstraZeneca (When the program started for senior citizens, I took advantage of getting the AstraZeneca vaccine),” Malapitan said in Teleradyo interview when asked if was already vaccinated.
The local government said the 65-year-old mayor was given permission by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) to get the jab as he is a senior citizen who falls under A-2 category or second under the priority list for vaccination.
Malapitan said he fells “okay” now, although he is still taking precautions as despite his age, it is “inevitable” for him not to go around the city and work on the ground to “supervise.”

Malapitan on Wednesday filed complaints before the city’s prosecutor’s office against councilors Christopher “PJ” E. Malonzo, Ma. Milagros “Rose” S. Mercado, Alexander “Alex” V. Mangasar, Ricardo “Carding” J. Bagus, and Marylou “Alou” N. San Buenaventura for supposedly claiming through “a series of videos” posted online that “the digital tablets procured by the city government were substandard and that its distribution [was] delayed.”
The mayor cited Section 4 (c) (4) of the Republic Act No. 10175 or the Cybercrime Prevention Act of 2012, which pertains to cyber libel.
Malapitan also made the move after the councilors allegedly “insulted” the project, which in turn “deprived” the recipients “the benefits of the digital tablets which are meant to facilitate their distance learning due to pandemic,” the local government said.
Caloocan City Mayor Oca Malapitan will come up with a measure to alleviate the situation of meat retailers in his city, particularly those affected by the price cap on meat products, through waiving their rental fees.
