Calvin councillors Heather Olmstead and Dean Grant were recently cited in individual reports by integrity commissioner, E4M or Expertise for Municipalities, for contravening their municipality’s code of conduct.
Recommended sanctions against Olmstead, including that she issue a formal apology, failed to pass during a March 9 council meeting.

Grant, meanwhile, has since resigned from council citing a “toxic work environment.”
A decision on whether Grant’s recommended sanctions, being a two-month suspension in his remuneration, has since been deferred.

Investigative Solutions Network was assigned to carry out the investigation for E4M, with the conclusions based on a balance of probabilities, or enough evidence to support that the allegation “more likely that not” took place.

A Calvin councillor has resigned over what he calls a “toxic work environment” following the release of an integrity commissioner report that found him in violation of the municipality’s code of conduct.
Coun. Dean Grant announced his resignation during a council meeting Tuesday, prior to members voting on whether to sanction him as recommended by the municipality’s integrity commissioner, E4M or Expertise for Municipalities.
