now, i m not going to let my government colleagues off the hook, because we also used to see a lot of senior government officials on the government coordinating council side of the house engaged frequently in that business. i ve seen a diminishment of senior level engagement over the last decade. we need to fix that problem in two ways. ceos and coos need to get supportive of this, so do senior government officials. we need tough decisions and risk outcomes to be decided and that s not going to happen at the gs 14, 15 level. it s got to be higher than that. if we re going to solve some of the nation s most critical problems, like aging infrastructure, and the impacts of climate change, that s not going to be done at the level we currently are structured to deal with those kind of things. it s got to be a high order type thing. i also want to say, that at the state, local, and federal level, tremendous difference in terms of private sector engagement in emergency operation cen
