New network equipment will change the way the Army operates and fights.

The capability set initiative launched in fiscal 2021, with upgrades of off-the-shelf and specialized tech expected in 2023, 2025, 2027 and beyond.

Mark Kitz succeeds Maj. Gen. Anthony Potts, who led the office since June last year.

The radios provide critical capabilities allowing forces multiple paths of communication.

Some elements of the Army's modernized network were not operationally effective, DOT&E said in its annual report.

The service plans to use limited amounts of low- and medium-Earth orbit satellite links as part of its next iteration of tactical network tools.

Other advances at the annual experiment could translate to future battlefield capabilities.

"I’ve been doing this for 30 years," the general said, "and any time the coach puts you back in for a couple more plays on the playing field, I'll tell you, that gives you a lot of energy."
