The Delimitation proposal seeks to retain the number of Lok Sabha seats at 14 and the number of Assembly seats at 126. The Scheduled Tribes are proposed to be allocated 19 seats out of 126 seats in the State Assembly, and 2 of the 14 Lok Sabha seats. The Scheduled Castes are proposed to be allocated 9 seats in the Assembly, and one seat in the Lok Sabha.

After the proposal was published in June, 2023, suggestions and objections were invited till the 11th of this month. Over 750 representations have been received during this period. The public hearings are part of the consultative exercise by the Commission during the process of delimitation.

Assam chief minister Himanta Biswa Sarma said that there is no opposition to the delimitation exercise and only some issues cropped up relating to redrawing and renaming of Assembly and Parliamentary constituencies, and all this can be taken up during the forthcoming visit of the Election Commission of India.

With the Election Commission of India publishing draft on the delimitation of Assembly and Parliamentary constituencies of the State of Assam, it has received about 500 suggestions/objections. The commission will hold public sittings.

Sarma told media persons on Tuesday, “I have lost my constituency as per the draft proposal. I have been representing Jalukbari constituency for the last 25 years. It is really sad; a lot of people think that they cannot win in a new constituency and they are making an unnecessary issue out of it.”

Two constituencies Katlicherra legislative assembly constituency of Hailakandi district and Patherkandi of Karimganj district were dropped in the draft delimitation proposal released by the ECI last month. Asom Jatiya Parishad president Lurinjyoti Gogoi has also challenged the draft delimitation in the Supreme Court last week.

A caste-based census would provide a better understanding of contemporary caste dynamics. But major challenges must be overcome to execute such an elaborate census appropriately

Of Rs 1.96 crore from the Union Budget for 2023-24, the budget allocated for Census 2021 has been slashed from Rs 3,676 crore in the last budget to Rs 1,564 crore in this budget.
