chip reid on whether we will all stay connected when that storm hits. >> when a 5.8 magnitude earthquake rocked the east coast earlier this week, so many people grabbed their cell phones to call family and friends that networks quickly became overloaded. the situation became so serious that the federal emergency management agency urged the public to use e-mail or text messages so emergency officials can continue to receive and respond to urgent calls. nearly ten years after 9/11, when overloaded cell phone systems crashed, hindering the response, the federal government is still searching for a solution. now with hurricane irene, there's the added threat of wind damage to signal towers. maggie is a senior writer for tech website, cnet. >> when you have winds blowing 120 miles per hour, it can really affect the equipment that is on towers that is exposed to the environment. these stories are high, the equipment is up high. >> during hurricane katrina, over a thousand cell towers were knocked out and there's no federal standard for wind speeds that those towers must withstand. bobby is the manager on the outer banks of north carolina where irene is expected to make a direct hit. >> all communications will be impacted because it doesn't take much to turn a tower the wrong way or turn a dish for our communications the wrong way. >> cell phone companies spent millions to upgrade their technology, but not for the worse case scenario. >> it doesn't make sense from a cost perspective for them to be building their network for the highest demand. >> of course one option is to use a land line phone, but that won't work for everybody. in fact, more than a quarter of american homes today are cell phone only. chip reid, cbs news, arlington, virginia. >> people who live in san francisco don't expect their summers to sizzle. come on. but this year it has been a particularly chilly season for the city by the bay. linda yee on the summer that never was. >> the sights and sounds of summer in san francisco. except this year, it seems like the fog never lifted. the usually crowded twin peek tourist spot in fog. >> while the rest of the country has been baking, we have this trough pumping in cool air right in off the pacific and bringing fog. that kept our temperatures running well below the average. >> cold, damp, foggy weather doesn't stop those convertible sightseeing buses from the rounds. nor the shorts wearing tourists who filled them. one family from maine was persistent. >> the sun is out. let's take a ride again and see the bridge and we got here and it is worse than it was this morning. >> sometimes you just have to get that picture anyway, even if the bridge is barely visible. >> we want to take a picture, but we don't see too much. >> you have never seen the golden gate bridge before? >> no, only in photos. >> and you still don't see the golden gate bridge. >> no. and since we fly back tomorrow, we won't see it. >> it is no laughing matter for bridge maintenance workers. for the first time in 75 years, the entire span is being repainted. except they haven't been able to lift a paint brush because too foggy, very wet weeks. and you still can't see that golden gate bridge. the towers are obscured by the fog. but the bridge workers aren't wasting their time. they are doing other work, preparing the bridge for the 10,000 gallons of paint they are going to be painting over the next four years. and ken, as you know, the color is called international orange. >> that's right. you know what? you can go down fisherman's wharf and buy a beautiful photograph of the bridge and sunlight and not every tourist can come home with a foggy golden gate bridge. that's having something there. >> that's true. that's probably just as valuable. but you know, fog, come on. >> linda yee at the golden gate. >> we should sell our own pictures. gosh, we could have a second job. >> that's right. you might have recognized the man in that sound bite. >> not much this year, but plenty of drizzle outside. we continue to see that again around the bay area. the fog and low clouds very dense out there, especially near the coastline surging on shore right now. looks like making its way into the bay as we speak. that's going to fill in overnight tonight. i don't think it will go into many of the east bay valleys. we'll see that in the napa valley. temperatures by the afternoon, tomorrow, sunny and warmer. around the bay, 80s, even low 90s inland. inside the bay, 60s, probably 80s as you make your way in toward the san jose area. along the coastline, fog moving in. 56 degrees. very mild in concord. and nice and clear. high pressure, looks like it will start to build back into the bay area tomorrow. i think more so into the weekend. so still some fog and sunshine for you. the temperatures not all that bad by tomorrow afternoon. very pleasant outside. enjoy that sunshine. you'll see 80s there. 77 in palo alto. 90s if you like that in parts of the east bay. 88 in dublin. 73 degrees in oakland and 71 degrees in richmond. a little breezy by the afternoon. the north bay expecting 60s. plenty of 70s and 80s elsewhere. and the next couple of days, we are going to see more sunshine on the way. looks like heating things up. mid 90s in the hottest spots as we head toward sunday. maybe offshore winds, then it looks like we return to more low clouds and fog as we head towards next monday and tuesday and probably the better part of the week. we'll have more news and sports when we come back. ,,,,,,,, so the jury has rendered its verdict -- guilty.
