BAGUIO CITY - To rid its ranks of erring members, the Philippine National Police (PNP) has dismissed 63 police officers assigned in the Cordillera Administrative Region (CAR) between 2016 and 2021. Capt. Marnie Abellanida, Police Regional Office-Cordillera (PROCor) information officer, in a phone interview on Tuesday said those dismissed had different ranks whose offenses ranged from frequent unauthorized absences to grave misconduct. He said one of the dismissed was a police captain while the rest were non-commissioned police officers with the ranks of police executive master sergeant and the lowest rank of patrolman. The PNP is directly under the supervision of the National Police Commission (Napolcom) and the Department of the Interior and Local Government. Abellanida said aside from the policemen, 10 civilian employees or non-uniformed policemen (NUP) in the PNP have been dismissed from service. He said they are part of the 5,652 personnel of the PNP who were dismissed from service due to various offenses from 2006 to present. He added that based on the record of the Regional Personnel Records Management Division, three police officers were fined, 14 were demoted, 150 police officers and three NUP were suspended, 136 were reprimanded, while 13 were meted with the withholding of privileges. He said the number is proof that the organization does not condone law breakers. He said the leadership of the PROCor also wants to sustain the brand in 2019 for being the "Home of Most Disciplined Cops." "To ensure the discipline of PROCor Cops, our regional director, BGen. [Ronald Oliver] Lee is working closely with the Regional Internal Affairs Service, PNP Integrity Monitoring and Enforcement Group and Napolcom-Cordillera in carrying out the Internal Cleansing Program of the PNP," Abellanida also said. He also said the regional director is regularly visiting and inspecting the different police provincial offices to check the welfare and situation of the ground personnel. Oliver has ordered the regular and frequent random drug testing among commissioned and non-commissioned officers, especially those assigned at their drug enforcement units, Abellanida said. In the last random drug testing in five provinces of the region this month, none of the more than 200 police officers tested positive for illegal drugs. (PNA) }

"Walang nag positive sa illegal drugs sa 241 na na-test (none of the 241 tested for illegal drugs was positive)," said PROCor information officer Capt. Marnie Abellanida. He said that random drug testing is provided under the Internal Cleansing Program (ICP) of the Philippine National Police. He said the simultaneous random testing done in different provinces of the region is part of the second quarter effort to make sure that no police officer in Cordillera is taking illegal drugs. He said that report submitted by the Regional Forensics Unit showed a negative presence of drugs in urine samples from 143 personnel of the Benguet Provincial Mobile Force Company (PMFC) and 31 personnel of the Benguet Drug Enforcement Unit (DEU), 29 Abra personnel, 20 in Mountain Province, 18 in Apayao. "This is a quarterly activity which is in random taking a certain percentage of the field personnel," the officer said. He added that those assigned to all levels of the drug enforcement units are all subjected to tests and are tested more frequently than the others. "The PROCor leadership funded this to make sure that there will be no drug users within the ranks," Abellanida said. He added that those in the drug enforcement units also go through psychological testing to prevent operations from affecting their mental condition. He added that random drug testing is also done during conferences of officers. "Walang nag positive this year (for this year, no one was found positive in all random tests)," Abellanida said. He explained that once a policeman tests positive for illegal drugs, a confirmatory test is done. The policeman will then go through summary dismissal proceedings which goes with it the forfeiture of all benefits. (PNA) }

(File photo) CEBU CITY - Three policemen and an ex-cop tagged in the killing of a candidate and her husband in San Fernando town are now facing robbery with double homicide charges, the Police Regional Office-Central Visayas (PRO-7) said. In a press briefing Wednesday, PRO-7's head of the Regional Police Investigation and Detective Management Division, Col. Josefino Ligan said Staff Sergeants Rene Catamora, Junrey Ypil, and Junrey Batobalonos, along with former policeman Esmeraldo Quillosa, are now in police custody. They were suspects in the killing of Ma. Louela Baringui-an and her husband Pedro inside their house in Barangay Panadtaran, San Fernando town early this month. Louela was a reelectionist barangay councilor. Catamora, who is assigned to the Consolacion Police Station, surrendered to the police regional headquarters on February 18, while Ypil, who is a Danao City cop, surrendered to the Provincial Intelligence Unit. Batobalonos turned himself in to the intelligence unit of his place of assignment in Lapu-Lapu City while Quillosa surrendered to the San Fernando Police Station to shed light on the incident. "PSSg Catamora felt his utmost guilt and confessed his involvement in the crime committed. Upon his surrender, he brought with him his vehicle, a blue Nissan Navarra, used as a get-away vehicle that sustained bullet holes," Ligan said. Catamora sustained a gunshot wound on his right wrist after they were being shot at by Louela's son, Sherwin, while fleeing the area. In his extrajudicial confession, Catamora implicated another policeman, a certain Master Sgt. Alvin Enad, who is assigned at Ronda Municipal Police Station. Enad, who allegedly secured the getaway vehicle for the heist, has not released any statement yet. After their surrender, PRO-7 regional director Brig. Gen. Eduardo Roque Vega ordered a follow-up investigation on the killing. "We'll have in-depth investigation to see if there are other possible personalities involved in the incident and who ordered the killing," Vega said. "There will be no let-up in PRO7's Internal Cleansing Program. I will make sure there will be no stones left unturned against these erring policemen. May this serve as a warning," he added. (PNA) }
