Pacific Highlands Ranch resident Manoharan Rangaswamy commutes to work by bike once or twice a week, catching the SR-56 bike path at Rancho Santa Fe Farms Road to make an 11-mile journey to Qualcomm in Sorrento Valley.
The intent of the North Coast Facilities Management Plan, according to a release from Santa Cruz County, is to improve management while preserving one of California's most beautiful stretches of coastline.
