A bill decriminalizing the act passed the Assembly Monday.

The Westchester County woman whose corpse was hacked up with a meat cleaver and tossed around Long Island has been identified as 59-year-old Donna R. Conneely of Yonkers, according to a Monday statement from the Suffolk County Police Department.

Assemblyman Jeffrey Dinowitz has put his name on two bills that would criminalize disruptive acts of protest. One would make it a misdemeanor if protesters disrupt speakers at an event, while the other would charge protesters who block a public road or bridge with a felony for domestic terrorism.

Assembly Member Stacey Pheffer Amato introduced a bill that would treat peacefully blocking a road or bridge as an act of “domestic terrorism.”

The bill unanimously passed the Senate this year.

Under current New York state law, perpetrators accused of rape can use intoxication as a defense when victims voluntarily become inebriated.
