kind of petraeus rules about how to run a counterinsurgency. and he talked about a balance. i mean, it s kind of a phrase which take the fight to the enemy but protect the afghan people and there has got to be a balance, because the price is so high for civilian casualties. the u.n. came out with a report this week saying the cal pan is responsible for the lion s share of civilian casualties and a message the u.s. is trying to drive very hard. the message is do what you have to do as a soldier to protect yourself always. and he wants to make sure that there aren t subordinates in the command chain who are signing off on missions that could ultimately leave soldiers waiting around and putting them in more dangerous situations. but the end of the day, the rules of engagement are, you know, take it hard to the enemy but you got to protect people. and figuring out that balance is something i think could still be a source of frustration in the field.
