A divided City Council did not support Mayor Darrell’s Steinberg’s resolution that would prevent the city from moving vehicles used by homeless people as shelter if they had nowhere else to relocate.

A plan that would have prevented the city from towing the cars of unsheltered residents was denied and revised in a 6 to 2 vote Tuesday night.

18 vehicles and trailers that were being used, and in some case lived in by the homeless in a North Sacramento Industrial Loop, were towed by city officials.

Jennie Welles, 43, said she just wanted water after she was charged with utility larceny.

The Sacramento City Council unanimously decided to move forward with a master homeless plan crafted by Mayor Darrell Steinberg. But not everyone is on board.
