What people are now less than 56 of louisianas population and about a third of the population there is black. Yet, this is louisianas congressional delegation. Other states six members of congress, five are white republicans. One is a black democrat because even though louisiana is one third black, only one Congressional District has majority Black Population. Thats a State Lawmakers drew the Congressional Maps.
