Surveillance policy, particularly on the intelligence side of the equation discriminates against foreigners in a fairly dramatic way when it comes to surveillance that occurs outside the United States inside the United States it is relatively even between americans and foreigners. When they want to survey out a person in the United States and collect their Communications Content for intelligence purposes, it has to show they are in agent of a foreign power. I will now recognize myself for an opening statement. The Judiciary Committee is holding todays hearing to carry out one of its most important tasks. To ensure that the tools used by our government to keep us safe are consistent with our values and with the freedoms guaranteed by the constitution. This committee has long exercised its responsibility to shape the Legal Framework under which intelligence and Law Enforcement agencies investigate threats and collect evidence of crimes.
