For the first time in a few years, ARPA money was not needed to fill a budget deficit, thanks to revenue from property and income taxes coming in higher than expected.

By a 6 to 3 vote, council members passed a plan on Wednesday that makes significant changes to Cincinnati's zoning codes.

The plan is aimed at increasing housing supply near business districts in neighborhoods and along major bus routes. Tuesday's vote is the second of three votes needed.

The controversial Connected Communities plan won approval from a City Council committee Tuesday. The same councilmembers will take a final vote Wednesday.

The proposal is called Connected Communities and if passed, it is supposed to make it easier for developers to build multifamily homes and mixed-use developments throughout the city.

The vote came after two years of public engagement, drafting and editing of the proposal. It also concluded a nearly five-hour public comment session.

As rents continue to rise in Cincinnati, housing advocates may have just scored a major victory in the hopes of creating more affordable housing in the city.
