My estimation of Russell can best be summed up by an incident that occurred several years ago.

President Bush's expected declaration of an operational missiledefense capability is a historic achievement, but the threatremains. Congress should continue to improve existing missilesystems and interceptors; support the development and deployment ofsea-, land-, and space-based missile interceptors; and construct aworldwide command and control system that ties together all theU.S. missile defense capabilities.

A true hero of the Cold War is being honored in Washington, D.C., this week: Lev E. Dobriansky. This is "Captive Nations Week," and Dobriansky wrote the 1959 resolution that first proclaimed it. A former U.S. ambassador, distinguished professor of economics, prolific writer, renowned lecturer and global strategist, he certainly deserves high praise.

It's been one year since the death of Ronald Reagan, whose standing as a president grows steadily.
