Windcrest City Council voted to censure one of its own last week, after hearing testimony accusing City Councilman Frank Archuleta of gross carelessness, public misconduct and violation of the city charter while in office.
After the Feb. 2 public hearing lasted nearly three hours, council voted 4-0 to find that Archuleta, a two-term councilman, violated the charter by interfering with City Manager Rafael Castillo’s ability to conduct city business without interference.
But a subsequent vote to remove Archuleta from council failed.
That vote, according to the city charter, needed to be approved by all four voting council members for Archuleta to be removed from office. Councilwoman Cindy Strzelecki, who had earlier offered a first motion to censure Archuleta that died for lack of a second, voted against the motion to toss Archuleta from council.
