Andrew Cuomo issued shortly after the death of George Floyd. A 12-item package introduced Jan. 29 will take steps to limit the authority of the police commissioner and take responsibilities from police officers, like responding to mental health emergencies and investigating traffic accidents. Police commissioners would no longer have the final say on disciplinary matters, and the Civilian Complaint Review Board (CCRB) would in cases involving use of force, abuse of authority, discourtesy, and offensive language.
