they've been surprised repeatedly by global events. that's where we picked up our conversation with director brennan. >> president obama says the intelligence community underestimated isis' spread during the early part of 2014. other officials say that you made the same mistake when it came to the spread of the iranian backed rebels in yemen and the general belief was before he invaded that putin wasn't going to go into ukraine. why do those misjudgments happen? >> our ability to evaluate some of these things is limited if we don't have the presence, don't have the insights, capabilities, but i think we've done a very good job over the course of time identifying some of these new waves that have come through. but intelligence is not a perfect science. it is one that is based on the intelligence information that we get, the insight, the assessments. what we try to do is give policymakers a sense of these

nonexistence presence in yemen. for years the united states has been targeting the leadership of one of al qaeda's most dangerous franchises in the world, al qaeda in the arabian peninsula, aqap, and of course it's not only a threat in the region, it is seen as a global terror threat. in the statement by the state department it says, quote, we also continue to actively monitor terrorist threats emanating from yemen and have the capabilities postured in the area to address them, end quote. as a result of the political unrest there there is no real government in charge after the houthi shia rebels in recent months pushed the government of president hadi out of sanaa. it was a key u.s. ally in the fight against terrorism there. this all comes as a time when the concern about a terrorist threat in yemen is not only
resolution calling for a palestinian state. what would be your reaction if he did that? should he even be considering that? >> of course he shouldn't be considering it and second of all, if he does that it would be approved by the u.n. then the united states congress would have to examine our funding for the united nations. it would be -- it would be a violation because the president's anger over a statement by bibi -- by the prime minister of israel, it would be -- contradict american policy for the last at least ten presidents of the united states. >> so you think this is something the president in no way, shape, or form should do? >> which is more important, gloria a statement made by a politician in the heat of a campaign or the wholesale slaughter that is going on throughout the middle east. the president at the same time
