senator lindsey graham of south carolina thinks the bill is quote, dead, not just for 2021, but forever. how hard will it be to rebuild that momentum among democrats? >> reporter: well i don't think senator graham is the arbiter of this. he's not a supporter of this bill. so of course he will say it is dead. he may be right. we'll see. but building momentum is going to be i challenge. but democrats have, you know, really the only thing that has united them both sides of the party, the progressives and moderates is republican opposition. so they want to get something accomplished and they know the window is extraordinarily narrow in the new year. it is viewed right now as a lost opportunity. yes, the majorities are super tight but they're not getting by netter for sure so momentum is one thing that they'll have to build here but i think it is too early to say that it is dead for sure. there are a lot of popular items inside of this bill that a lot of democrats would like to see

protection against omicron. what more do we know here? >> reporter: i think that's most concernin concerning not only in the mainland but where it is exported to. what we are hearing from hong kong researchers is this vaccine, sinovac, which is chinese made, is not nearly as efficient at protecting against this omicron variant. and they're saying that as they have run this research, that it really doesn't have any antibodies to essentially neutralize the new variant. chinese officials haven't spoken specifically on that. they oftentimes like to say they want to see more research come out and they stand by, of course, their vaccines. not to mention you have more than 80% of this population of 1.4 billion people who have been fully vaccinated. of course, they're hopeful that they will see some sort of protection. nonetheless, you have the strict measures still in place here. you've got borders that are heavily restricted still, and you've got essentially many of us living here in the midst of a bubble.
