The National Health Act was, ostensibly, enacted to address the problems of public health especially among the less privileged. With this Act in place, it is
President Bush has put forward a series of policy changes, aimed atimproving existing health care accounts, that would enableindividuals and families to control decisions regarding their ownhealth care and decide for themselves how best to spend theirhealth care dollars.
Instead of building on bureaucratic structures or relying onoutmoded welfare programs, Congress can promote personal choice inhealth plans and benefits by transferring decisionmaking power inthe health care system to individuals and families.
Congress can offer meaningful help to the families of victims ofthe September 11 terrorist attacks and to the workers who losttheir jobs as a result of these tragedies to ensure that theymaintain health care coverage.
