Due to the fact that Gill is the only character in Street Fighter 5 without the Crush Counter mechanic, Capcom has given him a unique trait called Retribution. Using his fire and ice elements to paint the opponent, Gill can use the opposite element to trigger a pop that deals more damage and adds better combo-ability for the Third Strike boss character.
In the CE 202105 ver. balance patch for Street Fighter 5 that was just released, Gill saw a buff to his Retribution that basically gives him added Critical Art gain whenever a pop goes into effect. From what I ve found. it appear that the gain Gill gets comes from every Retribution pop, though it differs depending on how and when it s done.
