Wisconsin farmers remain in neutral as temperatures remain low and precipitation continues to fall on fields.

The U.S. Department of Agriculture Crop Progress report shows the upper Midwest still is behind on planting progress in all crops.

A Senate Agriculture subcommittee holds two hearings on the farm bill this week, while House members plan to keep getting input on the the legislation while back in their home districts.

Above average winter precipitation has helped ease some Iowa drought conditions. However, continued precipitation is causing flooding along the Mississippi River in the eastern part of the state.

Farming is on track nationally, but in the upper Midwest, progress has been slow. Iowa farmers are ahead, but planting has been slow in South Dakota and Minnesota and nonexistent in North Dakota.

While planting progress nationally continues to stay above pace, farmers in the upper Midwest continue to lag slightly behind the five-year average.

House Republicans will try to pass a plan to raise the debt ceiling that would cut domestic spending, expand SNAP work requirements and gut the biofuel and clean energy tax incentives President Joe Biden won approval of next year.

Despite a snowy winter, South Dakota farmers continue to face abnormally dry and moderate drought conditions across the state.
