Advocates for unhoused people in Toronto presented their own winter homelessness plan on Friday, saying the city isn't doing enough to address the need for safe indoor spaces for people who have nowhere to go.
Toronto city council will ask the federal government in a letter on Thursday to open its armouries immediately for use as emergency shelters for refugee claimants as winter approaches.
Faith leaders are calling on the city to open more spaces in its warming centres this winter, saying unhoused people should not be shut out in the cold in Toronto.
An average of 40 people a night were told there was no bed available for them in Toronto homeless shelters in the last year and a half, newly released city data shows.
The city is poised to open a new permanent homeless shelter in Scarborough on Monday and its first residents will be men from Seaton House in downtown Toronto.
City officials say they will consider opening more warming centres than usual for unhoused people this weekend when extreme cold is expected in Toronto again.

Homeless advocates are calling on Mayor John Tory to end the use of force against encampments in city parks and to adopt a more compassionate approach when dealing with unhoused people in Toronto.
In a letter titled "A Path Forward," signed by more than 200 organizations, community leaders, academics, artists and musicians, the advocates ask Tory to put the letter on the agenda of Wednesday's city council meeting and to adopt its 15 recommendations.
