you can see the low pressure is offshore. ahead of it we have lightning strikes. there is the strong cold front that continues to bring moderate to heavy rain across the bay area. right now, richmond is looking at heavy rain along with berkeley toward martinez. you can see the peninsula is about to see heavy rain. the north bay has been spare the. we picked up three-quarters of an inch in the east bay and we will still look at more heavy rain throughout the afternoon although you can see the break here. santa resolution is under quarter of an lynch and we will look at moderate-to-heavy rain this afternoon. after 7:00, here is the break, until midnight. then we will look at round two right through tomorrow. we will talk about totals and time it out through thursday. >> the downpour caused car crashes, power outages and flooding worries in the east bay. we will go to amy hollyfield at a sandbagging station in walnut creek. amy? how long you are going to need the umbrellas, coming up. >> it's pretty wet out there. thank you. appreciate that. a tree fell on to wires blocking highway 116 in sonoma county this morning. the westbound lane was closed for nearly half an hour about 6:30. cal trans was able to reroute traffic while crews cut down the tree and cleared the road. the highway was back to normal a couple hours later. the overnight rain helped bring down an oak tree in san rafael. the homeowners said it felt like an earthquake. they were lucky. the tree missed their house. crews at local tree service companies warn we will see more of this ahead as winter wears on. >> reporter: did you expect this to happen today? >> yeah, we were geared up ready for some mayhem. >> reporter: is it over? >> no. big one's coming tomorrow. >> overall, there weren't that many problems. for most, just seeing the water flowing again at cascade falls in mill valley was a pleasant sight for locals. it has not flowed like this for awhile. reports say marin county reservoirs are now at 94% of average storage for this time of year. >> in san france, 15 trees or branches have fallen since the last big storm, since the storm began last night. abc 7 news reporter lyanne melendez joins us in downtown san francisco. a different kind of tree is getting all the attention. >> reporter: well, we definitely want that tree that you see behind me standing up. this is the tree lighting ceremony at 555 california street. this is happening come rain or shine, or should i say, come rain or more rain. now, unfortunately, a lot of the fallen trees that we saw in san francisco didn't look as nice as that one's going to look in a few minutes. crews from the department of public works in san francisco were clearing fallen trees all around the city. >> sunset district, richmond, the mission, the portula, all over the city there are trees down. luckily there were no injuries but there were some cars that were damaged. >> reporter: two cars were damaged at guerrero and 23rd when a limb from this ficus tree snapped. by the time we got there, the city was about to turn this huge branch into mulch. this fallen monterey cypress was being cut down by a crew from the department of rec and park. these trees have a shallow root system, making them easier to topple in a storm. this one measured between 40 and 50 feet. another branch fell on the powell cable car line near bush street. buses and cars had to drive around it. police waited until a one-man crew came to remove it. >> these trees have been dropping branches for awhile. >> reporter: many city trees are overgrown and top-heavy, in need of pruning. >> unfortunately, we are on a cycle of about every 10 to 12 years. optimally it's three to five years. it's really a funding issue. >> reporter: years of city budget cuts have drastically reduced the amount of funding needed to properly maintain these trees. rebecca sinclair moved here recently from michigan and was surprised by all the rain. >> we have wild weather over there, too. at least i don't have to worry about snow here. >> reporter: i'm glad it doesn't snow either here. back live at 555 california street, as the tree lighting ceremony all starts right now. it's 5:00. it will continue for several minutes after that with several celebrities all trying to stay dry. lyanne melendez, abc 7 news. >> enjoying the party there. it wasn't just rain that snarled today's commute across the golden gate bridge but a bizarre crash that landed a car right on the sidewalk. 22-year-old daniel soto of san francisco was driving southbound. he somehow managed to wedge his blue mustang into the area marked for pedestrians. soto was not seriously injured but he created a problem that bridge workers had never seen before. >> it's good that the golden gate bridge crew likes puzzles because the driver certainly gave them a challenge this morning figuring out how to extract it but they have done that now. the crew has removed the vehicle from where it was stuck. >> here's what they did. bridge workers stopped traffic in both directions, lifted the car off of the sidewalk and over the guardrail with a crane. the crash was caught on security cameras. engineers will take a look to see what can be done to stop this from happening again. soto has been arrested for driving under the influence. chances are tomorrow's commute is going to be another mess from the east bay into san francisco. this morning was a nightmare. drivers going from walnut creek to downtown san francisco spent nearly an hour and a half in the car. some commuters making their way to the peninsula from the east bay took even longer. the problem is flooding on highway 101 southbound near paul avenue. that area of course prone to problems. cal trans says litter is to blame and the problem is always worse at the start of the rainy season. rain wreaking havoc on east bay roadways as well. a driver in lafayette lost control on the slick road this morning and crashed into a traffic signal on mount diablo boulevard. the light toppled over knocking out power to the intersection and turning it into a four-way stop during a busy morning rush hour. the storm also -- i'm sorry. >> the storm has caused flight delays and cancellations at san francisco international airport. let's take a look at the airport from our san francisco international airport camera. 137 flights from sfo have already been canceled today. the federal aviation administration is reporting nearly three hour flight delays at sfo for inbounds flights. departing flights had about 16 to 30 minute delays. san jose canceled four departures. delays range from 15 minutes to more than three hours. oakland flights, all on schedule. you can expect a similar situation tomorrow. now to the santa cruz area. the county was supposed to get a pretty good soaking today. abc 7 news reporter david louie live in scotts valley and joins us with more. david? >> reporter: the problem with heavy rainfall is it can make the soil super-saturated, a condition that can lead to instability as well as a problem with potential mud slides. fortunately, we did not see that today but we did see a precursor, small rock slides. no one is complaining yet about the rain. too much rain or are you welcoming it? >> no, i love it. we need it so badly. i'm so glad it's raining. >> reporter: here's a harbinger of things to come. a small rock slide along bear creek road. as the storms keep dropping more rains, the park's soil will get saturated, leading to events like this major hill slide three years ago on nelson road in scotts valley. ever since, the 33 residents on the opposite side have had to take a temporary detour. >> we have all wondered what they were going to do about the hillside that came down. once it gets real wet, it will want to keep coming. apparently it stayed up there for many years. >> reporter: work on a $740,000 permanent bypass started only in september after it took years to find funding. most of the slide will stay in place to stabilize the hill. those are the catastrophes that big storms can create in the mountains, yet residents here say they take it all in stride. they have a certain resiliency they say city dwellers don't have. >> because the power goes out frequently, you have downed trees, you're stuck at home, you're not in the chaos of being down in the city where everybody's panicked and running into the stores. so up there you kind of go okay, we're here, hunker in, play some board games and have some fun. >> reporter: work crews and pg & e crews are standing by in the santa cruz mountains keeping an eye on the situation and ready to move in if there's 2.0. well, what started out as a trickle quickly turned into a deluge. the rains in southern california are as welcome there as they are here, but not the mud flows. evacuations are under way in the ventura county city of camarillo. that's where reporter leo stallworth joins us tonight. >> reporter: a good dose of mud has come down from the soggy hills above this community. about a dozen homes evacuated. what officials are really concerned about are boulders coming down from those hills. for now the residents of this community remain evacuated. fearing a massive mud slide could happen at any moment, the residents have been ordered to evacuate their homes. >> we told people they need to get out. the reason why, these homes sit at the base of the hill where the springs fire burned just a little over a year ago, so not only is there mud, debris flow, but there is also the potential for rocks that are coming down the hill. some of these boulders are very large. >> reporter: crews used bulldozers to clean out clogged storm drains at the bottom of the hill and sandbagged some areas. >> a little shocking. the fire definitely had an impact and obviously, you can see the results of that impact. >> reporter: evacuated residents are concerned about a repeat of the heavy rain around halloween, a mud slide during that storm left his yard caked with mud and more. this home was red-tagged after a catch basin overflowed. >> we got about 40 yards of debris, mud, rocks, into our yard. we are monitoring that, making sure that it doesn't repeat that. >> if it does, residents who have evacuated, i want to assure them we are working to protect their homes. >> reporter: you have been shocked at what you see? >> well, you know, i expected this so with some more rain possibly coming. there is going to be more rain coming. >> reporter: over the last couple of hours, the rain has tapered off. that is good news for residents but apparently another cell will be moving into this community. for now, the residents will remain evacuated and they will stay evacuated until things dry out in this community. leo stallworth, abc 7 news. >> thanks so much. now to some other news in the bay area. supervisors in one east bay county approved a last ditch effort to save a troubled hospital. the contra costa county board of supervisors voted on two measures to relieve the financial pressure on doctors medical center in san pablo. they approved delaying a $3 million property tax payment owed by the hospital to the county. they also permanently waived $9 million in future repayments. police are looking over surveillance video as they try to solve what some are calling the most brutal attack they have ever seen in their entire careers. this is video of the november 23rd attack. police say three men brutally kicked a disabled elderly man who was sleeping in the financial district. another camera showed the three men before the attack. they were smoking on the steps of the crocker galleria. police say the men attacked the victim twice and left him to die. >> this attack is extremely brutal in nature and the fact that they left, came back and resumed the attack, i think it speaks volumes about how bad it actually was. i don't know how much provocation you can give someone sleeping in a sleeping bag which is a few feet away from you. >> investigators say the three men may have attended an event in that area. the victim, a 67-year-old, was found dead the following morning by police officers. if you have any information, please call the san francisco police. we have an update now on the arrest of nearly 200 people in oakland last week for various crimes related to a series of demonstrations. only a very few have been charged with serious crimes by the alameda county district attorney's office. abc 7 news reporter laura anthony joins us from city hall with more. laura? >> reporter: i'm actually right next to city hall. so far, there have been very few serious criminal prosecutions related to damage like this from last week's demonstrations, but police say they are just beginning. they expect to make more arrests and the city is looking at filing civil lawsuits. three nights of demonstrations in downtown oakland left tens of thousands of dollars in damage, especially to local businesses. while oakland police arrested 170 demonstrators, only four have been charged with felonies. >> the district attorney has decided not to charge most of the people. >> reporter: dan siegel represents a group of demonstrators arrested last week and kept in jail for the long holiday with no charges filed come monday. >> the d.a. knows that going to trial against people who stood up against racism and stood up against police abuse is likely not to be very popular with local juries. >> reporter: jeff represents one man charged with a felony, second degree commercial burglary of a store. >> the issue here is not some lost bottles from a $3.2 billion corporation but why thousands of people across the country were shutting down freeways, were protesting in the streets. >> reporter: police say their investigation is just beginning. as they continue to review officer body cameras and other video sources. >> if we didn't arrest you that night, if we didn't arrest you later that week, we are certainly going to find you and arrest you. >> reporter: besides criminal action, oakland's mayor-elect says the city may file civil lawsuits against those who damaged property. laura anthony, abc 7 news. the senate has confirmed a san francisco businessman and obama fund-raiser to be ambassador to argentina. he raised more than half a million dollars for obama's re-election campaign. he has been criticized for having never been to argentina. another controversial nominee has also been approved. colleen bell is named ambassador to hungary although she admits to knowing very little about the country. she is a former soap opera producer from southern california. she raised $800,000 for the obama campaign. senator john mccain says she is totally unqualified. senator barbara boxer disagrees. she says bell is quote, intelligent and successful and will do a good job. she knows how to make friends and she's not angry. let's go back to the weather coverage right now and more rain is on the way, perhaps some thunderstorms as well. moderate returns just northeast of santa rosa there, montgomery drive, calestoga road. we will continue to see scattered showers as you look from san francisco to san bruno. very light there. down towards the south bay, morgan hill, gilroy, santa cruz mountains, scattered showers. just offshore, over 100 miles away, our radar is detecting multiple lightning strikes there so the area of low pressure associated with this system still has to come through and that's the second part of this storm that's coming in. we are still watching for some snow in the sierra nevada. it's been snowing lightly, state route 88 requiring chains. we have seen rain mixing in there. south lake tahoe currently raining. it has been snowing, though. temperatures in the 50s, 60s. here's a gloomy wet picture. a welcome sight from the kgo roof camera. waves of showers tonight and wednesday. looking at a chance of thunderstorms, unsettled pattern into next week. we still have a couple more systems coming but nowhere near the intensity of this one. cold front came through, heavy rain as you all recall. now we're waiting for that second round of waves of showers and thunderstorms coming in late tonight going into your wednesday as that trough comes in. here's the computer animation. scattered showers at 7:00 tonight. make sure to have your rain gear rarnd. at 2:00 a.m., moderate to heavy rain. 5:00 a.m. for the commute, look out for wet roadways. we could deal with more wet roadways towards 9:00 a.m., possibly minor flooding. the rain started picking up here. 10:00 a.m., still looking at moderate pockets of rain and as we head towards the evening commute, the rain lets up a little bit but still wet roadways for the evening rush. 11:00 p.m., the showers start to wind down. by 11:00 p.m. wednesday night, we are looking at an additional half an inch to an inch and a half for most lower elevations. santa cruz mountains, north bay mountains, up to three additional inches of rain. in the sierra nevada, winter storm warning remains up until thursday at 4:00 a.m., two to three feet for the higher peaks, 12 to 18 inches at 7,000 foot elevations. chain restrictions are likely so make sure you carry your chains if you are heading up. tomorrow morning, make sure you have rain gear. temperatures start out in the 50s. you will need the raincoat and the boots for the little ones and scattered showers with a chance of thunder for tomorrow afternoon. temperatures will be in the upper 50s to mid 60s. accuweather seven day forecast, showers and thunderstorms tomorrow, lingering showers on thursday. another system comes in. it's going more to the north so we have a chance of some rain in the bay area on friday. saturday is dry. sunday, late night, north bay has a chance of rain going into monday but that system doesn't look quite as impressive either. at least we have opportunities for rain which right now is a welcome sight up here. i'm seeing a lot of rain coming about 400 in all. one of those crashes came in lafayette. a driver slid off the road right into a traffic signal and that backed up traffic. in marin, the park and ride lot is flooded over not only because of the rain but also due to high tide. it's more than half a foot deep in some spots. let's take a live look outside from the emeryville camera. you can see dark, stormy clouds remain out there. spencer christian live outside with today's rain totals and also a look at live doppler 7 hd. >> it's raining lightly right now here where we are up on the roof at abc 7. let's take a look at live doppler 7 hd. i will show you what's going on around the entire area. as you can see, we've got light to moderate rainfall over the santa cruz mountains and parts of the south bay. some in the east bay as well. it's up in the north bay where the most intense activity is occurring. right now, a cluster of thunderstorms just in the last half hour or so moved onshore on the northern sonoma county coastline and beyond, moving inland just east and south of sea ranch. meanwhile, over in the area of napa, fairfield, out towards rio vista, we have a trail of light to moderate rainfall and scattered across the santa cruz mountains and into the south bay, mainly light to moderate rain with some pockets of locally heavy rain occurring. once again, there's that little bit of a break you referred to. we're not getting a complete break from wet weather but a break from the waves of intense and heavy downpours. rainfall totals from the last 24 hours, quite impressive and quite uniform across the bay area. san francisco, nearly an inch and a half, 1.45 inches of rain the last 24 hours. this is the greatest calendar day rainfall total in san francisco since march 14th of 2012. nearly three years. redwood city just under two inches. over an inch and a half at mill valley and more on the way. we'll have some more heavy rain developing later in the evening, possibly more thunderstorms. i will give you a look at what's coming in the days ahead in just a few minutes. >> spencer, thank you. we do have live team coverage of the storm around the bay area. let's begin with abc 7 news reporter david louie live in the santa cruz mountains. david? >> reporter: i can confirm what spencer just reported. it is raining moderately here in the santa cruz mountains. today's storm did not trigger any mud slides but it did trigger small rock slides and a few power outages. the big concern is the next storm that's coming that could pose a greater risk, especially as the soil gets more saturated. the rain was so heavy at times it overwhelmed the downspout feeding water from the roof of a store. but the bursts of rain were followed by lighter showers and sometimes even breaks. so the santa cruz mountains didn't experience any mud slides or flooding. even in the san lorenzo river seemed rather tame as it passed by the town. by the time all the storms make their way through the mountains, the total rainfall should be about six inches, nearly double how much rain has fallen here since october. but this small rock slide reminded people more serious slides could be coming. three years ago, a major slide blocked nelson road in scotts valley, cutting off about 33 families from their homes. >> we have all wondered what they were going to do about the hillside that came down. once it gets real wet it will want to keep coming. apparently it stayed up there for many years. >> reporter: work on a new road finally started in september but much of the original slide will remain in place to prevent further movement. for others, especially children, it's time to get reacquainted with rain. have they forgotten what rain is about? >> yes. yep. >> reporter: no jumping -- >> they are starting to remember. oh, yeah, rain! >> reporter: that's a good thing. >> it's great. yes. >> reporter: kids do have a lot of fun in the rain. mountain residents maintain they are prepared for whatever mother nature doles out this week and of course, we are all concerned about the mud slides. the residents say they have plenty of food and an abundance of patience. live in scotts valley, david louie, abc 7 news. >> sounds like they are prepared. abc 7 news reporter wayne freedman continues our storm watch coverage live in san rafael. wayne? >> reporter: actually, we have moved from san rafael, now we are in san anselmo. where else would we be but in front of the much maligned, often unfairly maligned san anselmo creek which is doing its job right now, moving the water to the coastal hills, into the bay down below. it's been very uneventful for the most part here in marin county today. but there have been some exceptions. let's begin in san rafael, where at 12:30 this morning, laura and mike collins thought they felt an earthquake. a few hours later, in the light, they discovered the source of all that shaking. one coastal oak. >> i think oh, no. >> reporter: oh, yes. and the folks at tree masters warn we will have more of this ahead as winter wears on. did you expect this to happen today? >> yeah. we were geared up ready for some mayhem. >> reporter: is it over? >> no. big one's coming tomorrow. >> reporter: at the park and ride in mill valley, big ones come for eight more days. this is what happens when rains and tides especially converge in a lot owned by the state, run by cal trans, patrolled by the chp, served by the golden gate bridge transportation district and sworn at regularly by mill valley residents. get the picture? it's a regular flood caught in bureaucratic cracks. >> i'm sure there's a lot of ideas to fix it but it's probably low on the list. >> reporter: but water, that's been high on everyone's list since the drought begin. let's finish at cascade falls in mill valley which hasn't flowed like this since last year. even then, it didn't particularly impress. today, it did. take a moment to savor this. while we're live, let's take another moment to favor the creek which hasn't run like this in quite awhile either. if you're worried or concerned about rainfall totals, we are told right now in marin county, reservoirs are at 94% of where they would be this time of year, that's roughly 65% of capacity. so we still have a ways to go but it's a good jump on filling up the reservoirs. wayne freedman, abc 7 news. >> thank you so much, wayne. in san francisco, a huge cypress tree came crashing down this morning. it uprooted at geary and presidio. a public works crew spent the day chopping up the massive tree. it's one of about 15 trees or large limbs that have come down since the rain started last night. >> any time there's rain, it's busy, especially when it's early rain to the season. the tree roots are just getting loose and can come down. also, a lot of leaves on the trees right now, so water accumulates and makes the weight heavier and that can bring a limb or tree down as well. >> at least two cars were damaged today. a limb from a ficus tree snapped. no one was hurt. san francisco's cable car service was suspended all morning because of the wet weather. muni crews had to clear mud and debris off the tracks. the cable cars started running again around 1:45 this afternoon. the powell mason line stayed closed a little bit longer because a tree fell across the line at powell and bush. muni says it takes extra care because the cable cars systems are about 100 years old. commuters faced an epic backup because of flooding in san francisco. the intense rain caused water to flood lanes of southbound highway 101 near paul avenue. traffic could only pass in the right lane. that caused bumper to bumper traffic that extended all along the bridge and well past the maze into highway 24. the backup lasted until well past noon, when cal trans crews were finally able to unclog drains overwhelmed by the rain. continuing the team coverage, abc 7 news reporter sergio quintana live in emeryville with a look at conditions there in the east bay. >> reporter: well, the rains this morning caused those big issues for those commuters in the east bay because freeway traffic basically slowed to a crawl in part because of that flooding. in the city, some reports, the commute from the east bay into downtown san francisco lasted more than an hour and a half. the steady rains made for a slow and soggy commute. east bay traffic heading into san francisco was backed up for most of the day, causing significant delays. in berkeley, some storm drains were overwhelmed by the combination of leaves and rain causing them to back up. power did go out for an hour and a half in the area around fourth street and delaware in berkeley. but the staff over at betty's diner jumped into action to make sure people who needed to warm up from the rain had some place to go. >> we have all these lamps and we have all these power supplies and so we stay open and we end up feeding the street. >> reporter: even with no power, cooks kept humming along cooking up homestyle potatoes and flapjacks. >> there were a whole bunch of guys in line with aprons on from the other restaurants who couldn't work and needed coffee and muffins and things like that. >> reporter: wind did kick up around midday but like the rain it was nothing too serious. >> it's nice, not too much, not torrential, not causing floods. it's just great. i'm sure there will be trees down but you know. >> reporter: alameda county public works says there were some branches that snapped off trees but they had no calls of whole trees coming down or reports of major damage. there was a pretty good break in the rain for the last couple of hours but right now, it's starting to sprinkle again. everyone that we talked to this afternoon said they are hoping for more rain. live in emeryville, i'm sergio quintana, abc 7 news. >> if that's what they're hoping for, they are going to get it. it's coming. if you're traveling today, or picking somebody up from the airport, call ahead. we have a live look right now at san francisco international airport. officials say inbound flights are delayed an average of two hours and 45 minutes. earlier in the day it was about four hours. a total of 137 flights have been canceled there today. meanwhile, in san jose, delays are about 25 minutes for departing flights. flights were canceled this morning because of rain there. in oakland, all flights are on schedule. the morning downpour caused the tunnel to flood under the palo alto station. this picture was taken by todd valentine. >> thank you, todd. let's get a check of the roads with leyla gulen. >> reporter: i'm happy to report that today is actually much better than it was this morning in terms of our commute home again. we have about 35 incidents that are currently running and earlier today, we had about 100 incidents, most of those accidents. we do have a couple of accidents, many of them solo spinouts. we also have flooding and that is quite the risk this afternoon. as rain is expected to increase once again, be careful of certain areas. we have flooding near the k rails as you make your drive into antioch. as we drop farther to the south, as we take a look at westbound 580, greenville road, another area of pretty significant flooding. this area of green is indicating where rain could be affecting your commute. as we take it to our live cameras, this is walnut creek. northbound side of drive 680 coming away from highway 24 to highway 4 going to take approximately 15 minutes. nothing out of the ordinary. as we take a look at the golden gate bridge, the drive out of the city actually moving along fairly decently. now we are starting to see cloud cover increasing once again so the rain starting to sprinkle and so be careful out there as you head back home again. ama, larry, over to you. in southern california, a mandatory evacuation order is now in effect for neighborhoods in camarillo springs, 50 miles north of l.a. heavy rain is raising concern about mud slides in that community where hillsides burned more than a year ago. the same concern also in place in silverado canyon in orange county. officials issued a voluntary evacuation notice for 60 homes there near an area that also burned over the summer and has been the site of previous mud slides. the storm system has been dumping snow in the sierra. take a look at this. it's a live picture from the heavenly mountain camera. no tally yet on how much snow they got today but another 12 to 18 inches is expected to fall above 7,000 feet tonight through thursday. still ahead on abc 7 news at 4:00, the effort to identify three suspects in the beating death of a homeless man. san francisco police say it's one of the worst cases they have ever seen. also, a bizarre sight on the golden gate bridge. we will explain how this car got here and how crews got it out. new at 4:30, what's being blamed for the power surveillance video of the three men smoking on the steps of the crocker gallery late on november 23rd. police say they then walked over and brutally kicked an elderly man sleeping nearby. they left, then returned to beat the man again. police are not releasing video that's even more graphic of the beating. >> i have 25 years in. this is a really awful attack, probably one of the worst i have ever seen. i think all of us who were investigating this case were personally affected by what we saw. >> investigators say the three men may have taken muni or b.a.r.t. to attend an event in the area. the victim, a 67-year-old, was alive after the attack but died before morning. really bizarre sight for commuters on the golden gate bridge this morning. traffic had to be stopped briefly in both directions when a large crane was brought in to move a stuck car. the driver was using the pedestrian walkway as a traffic lane, or trying to drive through it, and got wedged in tight into a really tight spot. abc 7 news reporter nick smith has the story. >> when i heard about this i definitely had to make a few calls and confirm that i was actually reading it correctly. >> reporter: what he heard was correct, but seeing is believing. look. the driver of this blue mustang wedged his car on the golden gate bridge sidewalk after crashing through the area marked for pedestrians. >> this individual went over metal pylons, squeezed through very tight areas. >> reporter: and ended up here stuck between a fence and, well, a hard place. >> to any normal person it would be obvious that you are driving somewhere you're not supposed to. >> reporter: but there's nothing normal about what happened. the officer says it all went down after 5:00 p.m. chp received a report a car headed south on 101 had entered the pedestrian on-ramp speeding. >> after he finally got far enough, he came to a narrowing in the sidewalk where the vehicle became wedged. when that collision occurred it appeared the airbags were deployed. >> reporter: they identified the driver at 22-year-old daniel soto and arrested him for dui. he wasn't seriously injured but his car versus sidewalk versus bridge has created a problem never seen by bridge workers. >> it's good that the golden gate bridge crew likes puzzles because they got a challenge this morning. >> reporter: officials were stuck on how to remove a car too big to fit the way it came in. >> crews have to figure out if they are getting a crane and picking it up or if they are going to take part of trailing down. whatever way it happens, we will likely be blocking off one to two lanes of traffic. >> reporter: eventually doing just that. stopping traffic in both directions and lifting the car up and over. >> we have learned that the crash was caught on bridge security cameras. they are not sharing it with the media but they have told me they will review the tapes to see what security improvements can be made if any. nick smith, continues to fall and it will be heavier in some spots later in the evening. let's take a look at live doppler 7 hd and see what's happening right now. we have pockets of light to moderate rainfall scattered over the santa cruz mountains in the south bay, some portions of the north bay and east bay as well. but the most intense activity remains in northern and northwest sonoma county, where an area or batch of thunderstorms moved onshore just within the last hour or so and now is pushing inland northwest of cloverdale and over in the sierra, more widespread snowfall right now. just over an hour ago it was rain and rain mixed with light snow but much more of that cold air is beginning to settle in now. so the snow has become more widespread. let's get back to the bay area. take a look at our percent of normal rainfall or average rainfall for the season to date. you can see from san francisco to sfo, moffett field, san jose, we are at or above the average to this point in the season, and near the average in livermore, oakland and ukiah. sacramento lags a little behind. this doesn't erase the deficit over the last three years but it certainly puts us in good position for this season so far. winds gusty right now at napa and half moon bay but light to moderate winds over most of the remainder of the bay area. here's a live view from emeryville. you can see how cloudy and dreary and dank and damp it is. these are all forecast features. waves of showers will continue tonight and tomorrow with a chance of thunderstorms and this unsettled pattern will remain with us into next week. here's the satellite radar composite image. there's the cold front pushing through or pushed through earlier and brought us heavier waves of rain. there's another wave of steady to moderate rainfall about to move onshore later this evening and near that center of low pressure, you can see the area of thunderstorms that will accompany some of these waves and showers. starting the animation, at this point it will be wet and we will see periods of heavy rain becoming steadier and more widespread by about 2:00 in the morning tomorrow, then by about 5:00, the start of rush hour, still widespread areas of light to moderate, locally heavy rainfall. it will be a wet and no doubt slow morning commute. 9:00 tomorrow morning, similar picture. that will continue through the day into the evening. by 11:00 tomorrow night we will see scattered areas of light rainfall and by 11:00 tomorrow evening we project rainfall totals, additional rainfall totals up to three inches in the bay area mountains, half an inch to an inch and a half in lower elevations. winter storm warning remains in effect until 4:00 thursday morning in the sierra. foot to a foot and a half above 7,000 feet. reporter elissa harrington is live in palo alto where officials are still urging people to cut back. >> reporter: water district officials say today's rain is a good start but it's not nearly enough to make a significant impact. they are still urging people to cut back on water use. a storm is exactly what's needed in drought-stricken california but marty grimes with santa clara valley water authority says don't get too excited. >> please remember we're still in the middle of a drought. >> reporter: the message is still to conserve. last week the board agreed to extend a call for a county-wide 20% reduction of water use. the lexington reservoir was just at 13% capacity when the rain started falling. >> the watersheds above these reservoirs have been so so dry because of the drought that a lot of this water, even though it's a lot of rain, it's just soaking right no the ground. >> reporter: in palo alto even though it's wet, there are still rebates to re-landscape your yard with drought resistant plants. the owner of this house took part in the city's buy-back program. homeowners are eligible for rebates of up to $4 per square foot of turf grass removed. >> landscape is low-hanging fruit. generally the most water using intensity of anybody's given home, sometimes the larger businesses are actually in landscape irrigation. we just want to make sure that to wires blocking highway 116 in sonoma county this morning. cal trans was able to reroute traffic while crews cut down the tree and cleared that road. let's get another check on the afternoon canceled, we are still dealing with residual flooding in our roadways along highway 4 in antioch, also it was quite evident in san jose. that's where i want to take you right now. we do have this accident right now. northbound side of highway 17 to the northbound highway 85 connector. we are seeing significant delays in that area. 37 miles per hour is going to get you out of cupertino towards highway 17 but this is where we saw significant flooding today. doesn't mean we are out of the woods just yet because we still have the risk of hydroplaning and also spinouts which we have had a lot of those today. 35 incidents so far to speak of at this moment, not like the 100 we saw earlier this morning. want to show you a couple live pictures. this is another live view of san jose, your drive southbound side of 87 past the tank looking quite busy there. this is the skyway out of san francisco, in and out of san francisco. looks like a still picture. it is not. they are moving ever so slightly. very significant slowing as you head through san francisco at this hour. ama, larry? >> leyla, thank you. two children and one adult died when two school buses collided in knoxville, tennessee today. police say the adult who died may have been an aide. 23 people were sent to the hospital. most of them children. three are believed to be seriously hurt. school officials are in touch with parents giving them up-to-date information from the police. there is no word on what caused the crash which left one of the buses on its side. president obama's new immigration policy got its first official hearing on capitol hill today, giving house republicans a chance to weigh in on a move that they say oversteps the president's powers. abc news reporter karen travers with more from washington, d.c. >> reporter: their hands are tied. that's the reality that house speaker john boehner said most of his fellow republicans accept when it comes to president obama's executive action on immigration. >> frankly, we have limited options and limited abilities to deal with it directly. >> reporter: that's because anything house republicans approve would ultimately be vetoed by the president. during a closed door meeting today, speaker boehner presented republicans a plan to avoid a government shutdown, still show their opposition to the president's actions, which they say are unconstitutional. several lawmakers told abc news members could cast a vote of disapproval on the immigration executive action but still move forward on a short-term funding bill next week. they will vent frustration but keep the government running. homeland security secretary jeh johnson was on capital hill today defending the president's executive actions that provide protections for more than four million undocumented immigrants. >> as someone who has been a lawyer for a government agency, i'm fully comfortable with what's in here because i know that at the end of the day i will have to be the one here to defend it. >> reporter: conservative republicans say they want more than just a symbolic protest vote over the president's immigration actions. but aides say that speaker boehner and republican leaders want to avoid any risk of a government shutdown over this contentious issue. karen travers, abc news, washington. the wife and son of isis leader al baghdadi are now in custody in lebanon. the woman contained is one of al baghdadi's two wives. they were detained about ten days ago, carrying fake identification. however, sources say her arrest came as part of a planned operation. lebanese authorities may use the two as bargaining chips in their attempts to win the freedom of 20 lebanese soldiers and policemen held hostage since august. a man is now in custody for the attack last friday of a mother carrying her newborn son in the bronx, an incident caught by surveillance camera. police reviewed the video and arrested 18-year-old alonzo brown. the video shows the suspect watch that 24-year-old woman walk by. he then turns and follows her, breaking into a run before drop kicking her to the ground on top of the baby. he then grabs her phone and runs off. brown has 11 prior arrests. the woman and child are thankfully fine. the lights are slowly coming back on in detroit after a major cable failure caused parts of the city to go dark. the lights flickered and went out around 10:30 this morning. this is how it looked in the detroit courtroom when the power went out. the outage prompted schools to send students home early. there were also evacuations throughout downtown detroit. officials are blaming this on a power grid that has not been upgraded in decades. detroit's mayor says improvements are coming. >> d.t.e. is in the process of building a $200 million system to serve these customers because the d.p.d. system was so far gone, it just could not be salvaged. >> electricity is now back on to nearly half of the customers served by detroit's public lighting department. the outage is another black eye for the city which is slowly emerging from the largest municipal bankruptcy in u.s. history. bicycle and he rides around, it's a good toy. it's not a jacket, not a glove. it's a bicycle. you ain't got enough money in this basement that makes me feel the way i feel when we give these kids moderate rainfall scattered across the bay area right now, santa cruz mountains, south bay to the north bay, where we had a couple thunderstorms earlier moving through sonoma county. looks like just pockets of rainfall now. right through the central part of the bay area, lower marin county, the golden gate, san francisco, scattered rain and of course, there's a wider area of rain, light to moderate generally over the santa cruz mountains and south bay. there's a lot more offshore developing. the next wave of rain will probably swing through the bay area in ujust a few hours. here's a look at what's happening. you can see waves of heavy rain building out there. the storm risk for tonight and tomorrow, medium risk for thunderstorms, urban flooding, mud sliding and rock sliding and slight risk for wind damage. we could see three more inches of rain over the next 24 hours. tomorrow, showers and possibly some thunder showers, locally heavy downpours. high temperatures mainly in today, minnesota vikings star running back adrian peterson was in new york, appealing the nfl's decision to suspend him indefinitely. his hearing comes after former baltimore ravens star ray rice's penalty for attacking his wife in an elevator was thrown out. an arbitrator ruling on friday that rice can now return to the nfl. that case was part of what fueled today's conversation on capitol hill with lawmakers saying there needs to be a standard in responding to domestic abuse cases even when there isn't a criminal conviction. marcy gonzalez, abc news, new york. the government imposed deadline for airbag maker takada to expand its recall is quickly approaching. >> 7 on your side's michael finney here with the latest. >> this is a real standoff. pretty amazing. the deadline for them to voluntarily expand the recall of airbags is midnight tonight. then the auto airbag maker shows no sign of giving in. this as major auto manufacturers announce a joint investigation. toyota, honda, ford and other auto makers all said they are getting together to hire an independent engineering firm to investigate why airbags made by takada are exploding. federal regulators say if takada doesn't agree to a voluntary recall it will face civil fines and legal action. they say the problem is limited to high humidity areas and denies there's a need to expand the current recall. eight million vehicles in the u.s. alone have so far been recalled over this issue. five deaths have been blamed on those airbags. a new federal report says more cable companies are putting caps on the amount of data their broad band customers can use. those customers or i should say those companies are also imposing penalties on their customers going over their allowance. the federal study says these companies' networks do not face widespread congestion and these fixed data plans may not be warranted at all. the u.s. attorney -- excuse me, the u.s. general accountability office says the lack of competition in the broadband industry could result in more caps with no benefits to consumers. if you saw my special report last week, you know there is growing concern over this issue. the cell phone wars are heating up. at & t and verizon customers can cut their monthly bills in half if they are willing to switch to sprint. sprint is calling it the cut your bill in half event. it begins on friday. sprint says it will provide unlimited talk and text anywhere in the country on the sprint network and match your current data plan. the move is an aggressive bid by sprint to regain some of tragic accident is home from the hospital. he took his kids to school for the first time since that accident with his entire neighborhood behind him. abc 7 news reporter lillian kim has the story. >> i go out and half a dozen people are outside my door. >> reporter: for chris it was a walk he will never forget. ever since his spinal cord injury, he's had only one goal, to walk his two kids to school just like he used to every day. >> all i was doing was walking my kids to school. but it was one of those circumstances that ordinary became extraordinary. >> reporter: neighbors along the route joined in on the walk holding signs along the way. chris' wife was overwhelmed. >> it was amazing. i didn't expect to see that many people. teachers, the parents, the friends, the kids. >> reporter: many in this tight-knit silver creek community were there the moment chris got hurt. they were vacationing when chris dove into shallow water. the accident left him paralyzed from the waist down. >> i remember the sky up above and i remember thinking i'm in trouble, i can't move. >> reporter: since then, the neighbors have been pitching in to help chris and his family, delivering meals, doing the laundry and raising money. they say it will cost $200,000 a year for in-home care. his friends are determined to make sure chris gets the care he needs. >> they say in circumstances like this that people go through different stages of grief. from the very beginning, chris just wanted to survive. this was a second chance to him. you don't come across that kind of strength, that kind of but i do want to take you back a little bit. i'm going to track these systems here. we are seeing scattered showers but thunderstorms develop with dozens of strikes near sea ranch earlier today and as we pan around parts of the bay area, let's get down to street level here. i will show you where we are, still tracking some light showers. in petaluma, bodega avenue, adobe road, as we head towards the santa cruz mountains, the summit, morgan hill, gilroy area, around highway 101, we are still seeing pockets of light to moderate rain. santa theresa boulevard. as i pull out here, what's showing up not too far off the coast? yes, some more lightning. we have to keep it in the forecast. as we take a look at the rainfall the last 24 hours, impressive. san francisco, wettest calendar day since broadcast center, this is abc7 news. >> happening now, strong thunderstorms are hammering the bay area bringing lightning flooding and possibly even hail. here is a look at live doppler 7hd tracking the system. >> the lightning was caught on camera. here is the emeryville camera showing the flashes lighting up the night sky and it lasted more than an hour. i'm larry beil. dan and ashley have the night off. i'm ama-daetz. we are in for a wild night. right now the clouds are over the city, but we have a nice look at the buildings there. abc7 news meteorologist sandhya patel is tracking the storm. sand jaw -- sandhya? >> it went from a few strikes to a thousand strikes in the last six to eight hours. obviously the strikes are offshore, but some have been hitting land. marin and sonoma county have been under a significant weather advisory. it expired at 11:00 p.m. as i take you in here, really heavy rainfall propertying an urban and small stream flood advisory from san rafael and we are taking you to street level and highway 101. you will notice that there are still some strikes showing up off the coast here. so we are not completely done yet. as you take a look at the lightning loop, i am taking you back several hours. numerous lightning strikes and there are still more showing up. as we head toward your morning commute we are still looking at the potential for more thunder. flood advisories advisories and it is an urban flood advisory until 3:45 tomorrow morning. small streams may go over their banks and you may see some ponding on the roadways. san francisco is 1.75 moffett field and san jose is over an inch. both have new records for the day. when you look at the storm risk tomorrow morning really high risk of thunderstorms in urban flooding. an additional three to four inches of rain for the bay area mountains. a detailed look at the timing and your morning commute coming up. >> abc7 news reporter alan wang joins us at ocean beach in san francisco where he has a front row seat for all of the lightning. alan? >> larry, for us you can see the lightning strikes way off in the distance just before the rain came down. this is what it looks like at ocean beach at 9:45. you can see the silhouette of a boat in one of the strikes. this is a time lapse recording of 18 lightning strikes we recorded over a period of 30 minutes. and then it was gone. we are seeing light rain and mild temperatures and not much wind. reporting live from ocean beach in san francisco. back to you guys. >> lightning and heavy rain have hit marin county hard in the last hour. abc7 news reporter cornell bernard is live and cornell, what are you seeing there? >> well, the rain is definitely back, ama. just in the past couple minutes, rain and lightning has caught our attention too lighting up the western sky near larkspur. it has been quite a sight. the rain was not far behind. it is bracing for more storms. there is a lot of water in marin. it is everywhere. the latest storm brought flooding and one lane is closed. don't even think about using the nearby commuter parking lot. it is underwater. water escaped from the gutters and look at this. the creek is below its banks and raging downstream. this garden gnome may not be worried, but michelle is. it is feet away and she is watching it rise. >> it is a common thing to watch it rise and see how the flow is going especially overnight it makes you nervous. >> the area has flooded before. sandbags are a good investment and many in this low-lying area have been ready. sandbags are available in san anselmo. she needs some because of a certain storm drain. >> water cannot exceed the capacity of a storm drain. any day of the week. >> rain slowed the evening commute to a crawl on northbound 101. the firefighters are there. >> they are needing to drive slow. especially at night you don't know how deep it is. the rain kept the customers away from this christmas tree lot and it is bad for business and good for the trees. >> the rain is good for the trees and they all need to drink and they all need water and it is great if we have rain. >> more rain is on the way. at marin county, cornell bernard, abc7 news. >>abc7 news lisa amin gulezian is live in santa cruz. rain has been very heavy at times down there. >> very true. we are off highway 1 and the rain is coming down around 10:30. it just started pouring and it is lightened up a little bit. luckily we haven't seen any lightning or heavy wind. the heavy rain is definitely coming down. live this santa cruz, lisa amin gulezian, abc7 news. >> the stormy weather is coming in and right now they are experiencing a delay of three hours. that's down from four hours and more than 140 flights have been canceled. oakland here on abc7 news and on twitter and abc7 news bay area. >> new tonight at 11:00, a human skull found in a time capsule-like box is now at the alameda county's coroner office to see how the person died. they found the skull in a sealed wooden box during a cleaning last week. the fine was not reported until yesterday. the officers found other items estimated to be about 15 years old. police arrested a suspected it drunk driver after he jammed his car between two fences on the pedestrian walkway of the golden gate bridge. here is a photo showing the blue mustang reg -- registered to daniel soto of san francisco. the chp said at 5:00 a.m. he sped from the parking lot near the marin head lands and on to the sidewalk and got wedged in there. luckily nobody was hurt. they shutdown traffic and they lifted it from the walkway with a crane and soto was taken to hospital with minor injuries. >> the weather may be a factor in this, but the definite primary factor was intoxication. we have seen wrong way drivers that have caused serious accidents. it is pretty dangerous. >> how is this for a coincidence? last may he posted this photo on facebook saying not sure if this is the official way to get to the golden gate bridge. >> tonight we are getting our first look at three looting suspects arrested during last week's protest in oakland. officers said they saw smith and gatison break into the smart n final grocery store and leave with stolen items. they say tony casey stole a garbage bag full of alcohol which dropped when he tried to run. 170 people were arrested in oakland last monday night and early tuesday morning. only four were charged with felonies so far. new details on the year long debate between pedestrians and cyclists riding on downtown san jose the san rafael area and also around napa you can see some heavy returns. now i want to take you down from san francisco down toward the santa cruz mountains. we are also seeing some heavy returns around the santa cruz mountains. you notice reds showing up off the coastline. there is still potential for development there. as you take a look, really what i am keeping my eye on here is more lightning showing up which is not too far from the bay area. north star is about seven inches and nine inches at home wood. some was rain and they will continue to see a mix of rain and snow. taking a look at the temperatures right now, we are in the 50s, 60s, pretty uniform and the wind has been a little on the gusty side, especially around half moon bay. southerly to 20 miles an hour you can see gusty winds to the morning commute. with all of the rain we got in the first round of the storm we are well above average. san jose 125% of normal season to date. 114sfo and 119 moffett field. oakland and livermore is close to normal. san francisco 101 and ukiah and sacramento is still lagging behind. but hopefully we will see things catching up. obviously not going to erase the drought. from the emeryville camera, this is the camera that has been capturing the lightning. waves of showers and thunderstorms will continue. urban and small stream flood advisory and an unsettled pattern will hour. i'm larry beil. dan and ashley have the night off. i'm ama-daetz. we are in for a wild night. right now the clouds are over the city, but we have a nice look at the buildings there. abc7 news meteorologist sandhya patel is tracking the storm. sand jaw -- sandhya? >> it went from a few strikes to a thousand strikes in the last six to eight hours. obviously the strikes are offshore, but some have been hitting land. marin and sonoma county have been under a significant weather advisory. it expired at 11:00 p.m. as i take you in here, really heavy rainfall propertying an urban and small stream flood advisory from san rafael and we are taking you to street level and highway 101. you will notice that there are still some strikes showing up off the coast here. so we are not completely done yet. as you take a look at the lightning loop, i am taking you back several hours. numerous lightning strikes and there are still more showing up. as we head toward your morning commute we are still looking at the potential for more thunder. flood advisories advisories and it is an urban flood advisory until 3:45 tomorrow morning. small streams may go over their banks and you may see some ponding on the roadways. san francisco is 1.75 moffett field and san jose is over an inch. both have new records for the day. when you look at the storm risk tomorrow morning really high risk of thunderstorms in urban flooding. an additional three to four inches of rain for the bay area mountains. a detailed look at the timing and your morning commute coming up. >> abc7 news reporter alan rain came down. this is what it looks like at ocean beach at 9:45. you can see the silhouette of a boat in one of the strikes. this is a time lapse recording of 18 lightning strikes we recorded over a period of 30 minutes. and then it was gone. we are seeing light rain and mild temperatures and not much wind. reporting live from ocean beach in san francisco. back to you guys. >> lightning and heavy minutes, rain and lightning has caught our attention too lighting up the western sky near larkspur. it has been quite a sight. the rain was not far behind. it is bracing for more storms. there is a lot of water in marin. it is everywhere. the latest storm brought flooding and one lane is closed. don't even think about using the nearby commuter parking lot. it is underwater. water escaped from the gutters and look at this. the creek is below its banks and raging downstream. this garden gnome may not be worried, but michelle is. it is feet away and she is watching it rise. >> it is a common thing to watch it rise and see how the flow is going especially overnight it makes you nervous. >> the area has flooded before. sandbags are a good investment and many in this low-lying area have been ready. sandbags are available in san anselmo. she needs some because of a certain storm drain. >> water cannot exceed the capacity of a storm drain. any day of the week. >> rain slowed the evening commute to a crawl on northbound 101. the firefighters are there. >> they are needing to drive slow. especially at night you don't know how deep it is. the rain kept the customers away from this office to see how the person died. they found the skull in a sealed wooden box during a cleaning last week. the fine was not reported until yesterday. the officers found other items estimated to be about 15 years old. police arrested a suspected it drunk driver after he jammed his car between two fences on the pedestrian walkway of the golden gate bridge. here is a photo showing the blue mustang reg -- registered to daniel soto of san francisco. the chp said at 5:00 a.m. he sped from the parking lot near the marin head lands and on to the sidewalk and got wedged in there. luckily nobody was hurt. they shutdown traffic and they lifted it from the walkway with a crane and soto was taken to hospital with minor injuries. >> the weather may be a factor in this, but the definite primary factor smith and gatison break into the smart n final grocery store and leave with stolen items. they say tony casey stole a garbage bag full of alcohol which dropped when he tried to run. 170 people were >> we have serious consequences from the storm so we will get to our storm watch teach coverage. >> nick is in the santa cruz mountains where a big problem is occurring. >> rain starts and it stops. this is what we found when we got here. look at dramatic video we captured: the roof of the c.v.s. came crashing down after 2:00 this morning and immediately triggered store, fire, and burglar alarms. the preliminary stage of the fire district inspection suggests that continued rainfall causes standing water and pooling. a look may have rotted an end of a beach holding the roof and that combined with the weight and size of the ventlation same became too much and, bam, everything crashed. i specific to the manager on the scene. my phone rang and i called my store manager and said there was a possible roof collapse. we came out here to check it out the hole is big enough to drive a car through. the fire chief says they will keep the store closed if safety reason until the building inspectors can dress the damage and look. more rain is coming down i have found new information on those who have medical needs, they can get their prescription at santa cruz or other locations to pick up the medication. we have been hearing calls like this all morning. we are about to move around now to follow some of the fire department and see what they are dealing with out here. i will be back if about 30 minutes to tell you what we have found. >> we can hear sirens in the background. >> the storm is dumping a huge amount of rain in san francisco withstanding water, deeper a few hours earlier. high drifts and cars were nearly submerged and water is causing commuter problems, as well. >> check out street in san francisco. several cars were stuck because of rising water. no one was hurt. you can see the cars were partly submerged. one was almost completely submerged. >> the rain is affecting public transit we are talking muni, that sent out this tweet saying van ness is closed because of flooding. take surface transportation. van ness conducts sunset and castro to downtown. no doubt this be a problem for commuters. >> people in north bay saw lightning. we did on the way do work, as well. our crew shot this video before 11 o'clock with lightning on top of the wet weather that pounded the north bay all day. right now from the roof on our kgo camera looking at the embarcadero. it is wet. and the bay. the rain continues to fall. i found a lot of bonding on the embarcadero with many intersections flooded out because the water you splash can blind the driver next to you. >> as you can see things are backing up and leyla gulen is following this and will tell us what is going on there and elsewhere. there are a lot of accidents. >> more on the weather impact, a multimillion dollar erosion project to protect hopes is on hold. there is worry of mudslides after the king fire blackened thousands of acres a few months ago. crews want to drop rice straw to the worst burned areas to rocket the remaining soil but the heavy rain is keeping that from happening and contractors do not expect to resume work for a few months. the wet weather is not limited to northern california. winter weather is reaching southern california, as well, and triggered this rock slide in santa barbara. the public works crews responded yesterday to clean up the mess. drivers slowed but lanes on the road were passable. and this is one of many problems facing people in southern california this morning. here is that report. >> a tree cubs -- crushes a the sound of the falling tree is unforgettable. >> i thought it was thunder. i looked outside the window and it was a big tree on the street. >> was it terrifying? drama for president obama this morning after he picked a soap opera producer to represent the country at the embassy in hungary. critics are questioning his nomination of colleen bell for the ambassador for honoringary who is known for "bold and beautiful," and a major donor to the president's re-election campaign pulling in $2 million in campaign cash. >> she could not even name a single interest of the united states with hungary. >> she is someone that has had her own distinguished private sector year. it is not just colleen bell. since being re-elected he has nominated big dollar donors as ambassadors to two dozen countries. on a day like this, this is an intriguing thought: bart is considering a second transbay tube. the transit agency is exploring the idea of a second tube connecting alameda to san francisco south of market and richmond districts. a second tunnel allows for 24 hour service but as of right new it is just a study. construction could be decades away. bart could be a good alternate because the roads are very slick. a lot of hydroplaneing. coming across the east to west bridges we will find the winds so watch out for that much the only bridge that is north of muir beach headed to san rafael. you can see the intensity of the rain and the brake lights headed south. look at the slow down as the heavy rain is moving on. that is good to see southbound travelers are headed to the golden gate bridge which is going do see a let up. when you get through that area it will be slick. showers and thunder are heaviest today. we said wednesday would be the worse day. light showers tomorrow and friday. the weekend is trending dry with temperatures close to nowhere -- normal. >> we have the greatest instability hooking with the upper level energy and we have heaviest rain. when that passes, the low will spin and move north and it will throw weaker waves as us so in the afternoon our intensity in coverage will drop and you can watch the yellow move away with just a last light to dark green showers tapering overnight so fog and drizzle tomorrow morning and tomorrow afternoon waves of light showers and tomorrow night through friday morning more fog because of the showers lessening and friday evening, you need an umbrella because a last look of wet weather from up to 2-4" in the mountain. the seven-day forecast, when it is dry on saturday, temperatures, still, are low-to-mid 60. >> flooding and debris is shutting down highway 84 and this is where we have significant debris turning traffic around eastbound and westbound highway 84 shut wedged in. no one was hurt. >> crews had to shut down traffic in both directions and lift the mustang and put it on a tow truck. it took five hours to accomplish. he was taken to the hospital with minor injuries and police arrested the man on suspicion of drunk driving. weather could be a factor but the primary factor is intoxication. this is a perfect example of what can happen. we have seen wrong way drivers that have caused serious citizens and now someone is driving on a sidewalk. it is dangerous. how is this for a coincidence? last may, he posted this photo on facebook saying not sure latest. >> the winds are picking up and that will be unfortunate the next couple of hours because we could get the trees letting go that have been stressed from three years of drought and they could fall over so power outans could be an issue. you can see the moderate-to-heavy rain, with no thunder, and no hail as moved through san francisco earlier but los altos has heavy rain from the dumbarton bridge to the san mateo bridge the next ten minutes will be a heavy cell. but at san rafael we have heavy rain falling on 101. sir francis drake up to lucas valley road you can see how heavy the rain is south from san rafael down 101. heaviest rain and thunderstorms now through noon with the fastest wind and thunderstorms are possible but the intensity let up this afternoon through the evening. it san francisco. it is shut down? that is right. people are trying to get to work. they are surprised to find "van ness station closed due to flooding." they have standing water. the gate is closed. only workers are trying to take care of the situation. they have 1" of water. they say the tracks are fine so trains are passing through but it is not safe to stand in this area. they are worried people will slip and fall. that is causing problems for people trying to get to work. people settlement through the big downpour that happened between midnight and 4:00 this morning so to wake up and find this...they did not expect it. i have been here a year so this is the first big storm...the city has prepared well but there is a lot flooding in mission. a lot of rain. this is the van ness muni station and not bart. it is not impacting bart. just muni. no word on when it will be re-opened. they hope to have an estimate of when they would re-open by thousand but i have not heard back. we will keep you posted. right now, do not plan on using the station right here. i see a worker emerging right now. do you know what time this will re-open, ma'am? it is opening now? she doesn't know. we will stay on it for you. take this into your plans the muni is still operating so not as big of a hassle as we could face. you can catch muni but jut not here at van ness. >> we will await news on the re-opening. >> there are remembers for people in san francisco sunset district. look at this home at 15th with water backed up so high on the street the garage flooded. we saw this earlier in other areas. residents are trying to sweep out the water. daly city did not escape. this video of the drive along northbound 280 with the windshield wipers barely keeping up. drivers are encouraged to take their time. the driving rains are causing pooling and increasing the ring of hydroplaning. slow down. >> c.h.p. closed southbound 101 at lakeville highway off-ramp in petaluma because of 4-6" of standing water on the highway. the lane re-opened at 4:30 this morning as we were to come on air but some trucks and cars have been ignoreing signs all morning driving on the closed lanes. airport officials at san francisco international airport said anticipate delays because of the storm. it is that keep of week at sfo. yesterday, the weather caused delays and cancellations at san francisco international airport and last night there were delays of three hours after four-hour delay early in the day. 130 flights were canceled. oakland and san jose international airport experienced only alert. >> on alert but they feel like they have dodged a bullet. you can see the sandbags. there is debris. they got stuff coming off the hills. a lot of sand and gravel. but they have managed to contain it and keep it in the roads and out of people's homes and yards. crews were out here making sure all drains stay clear. that is the big worry. they want did keep the out of the cranes. they have not seen a lot of debris coming off the hills and it is because while they have seen a lot of rain it has been slow. it has been steady. a couple of months ago they had a heavy downpour and they saw problems. as long as they can avoid that residents feel confident they are going to be okay and the city has done a lot of presentation and you will see a lot of rails into the neighborhoods, a lost steps are taking to keep the folks safe. they feel confident. we are not getting any rain right now is that helps. a chance to dry out. residents hope it stays that way. if not, crews are shower. >> we will continue our coverage right now. meteorologist mike nicco is tracking the rain, but, first, we will check with nick in the santa cruz mountains where a roof collapsed. this is the first time i have felt comfortable taking my cap off. this is the reason why we are talking about this much needed break. this is video from this only of the cool collapse at the c.v.s. in downtown came crashing down after 2:00 a.m. immediately it triggered store fire and burgla awards. it could have been the water weight combined with the ventilation system that placed too much pressure on the roof. >> not surprised. >> not surprised. it is an old roof. >> look at the roof, you can see the hole is absolutely huge. the fire department says they will have to keep the store closed for safety reasons until building inspectors can assess the damage. a look at more rain coming down just heavy with the downpours that only now have recently taken a break. i can tell you it looks like the sky is still included over for whatever reason the rain has stopped but this is what they will need when they go inside to try and figure out what they can do. we do know today the store will remain closed and scots creek location is open as is the santa cruz location so anyone who may have had immediate needs with medication can go to one of the neighboring stores. they will be accommodated. i spoke with the manager about that. in santa cruz for abc7 news. we have an update that leyla gulen is working on, on the van ness re-opening. but right new we have a lot of flooding. >> especially in san francisco where we see most of it. there are builts that are seeing some of the wet weather, too, as we go through the worst of it right now. you can see on live doppler hd the last push is going to be the hard of the push and the most dangerous and damaging push as we are seeing, also, or not see the power out powerages. if you are listening to us or watching on the radio, you can be up to date on what you need to know. the winds are kicking up and are fastest now through noon but at a level that could cause damage from noon until 4:00. they will taper quickly in the evening. you can see the tower is bouncing around because of the winds gusting up to 30 or 35 miles per hour. flood advisory until 7:00 and another 10 minutes and that should be extended but that is the weather service calling that because we have plenty of showers moving through the south bay and you can see santa clara valley, san mateo, alameda, contra costa, san francisco, all the way to the north bay from petaluma and south is where we will have the best chance of flooding. the storm pulls away from novato moving across lakeville highway and this is a heavy bit of rain that will hit sonoma in less than 14 minutes. we do have light-to-moderate showers across the rest of bay and heavy rain pulling out of, say, cupertino, headed to sunnyvale and mountain view across 237 and at 101 if you are took much of the day to clear from the roadway. over on the peninsula, a huge tree branch snapped from a hundred year old oak on wood side taking a power line with it. traffic was closed in both directions for hours. also on the peninsula a notorious spot for flooding. a/d look on the left live and the right a la oook at that sam area, it created big delays. we are in palo alto this evening. we'll likely see the same thing tomorrow based on the forecast. >> that's right. could be another long commute along 101 tomorrow with this rain that snarls things on the road. for one family this system yet. the main branch is off east. still tracking center of low pressure moving in over the next 24 hours, which will provide another reenforcing shot of wet weather. i want to show you your 24 hour rain fall total in case you missed it again. you can see in the north bay anywhere from one to one and half inches of rain fall. continue down to san francisco. pleasant hill one and quarter inch. men low park, a tremendous amount of rain in 24 hours. we had isolated flooding on 101 near palo alto. you can see in san jose o11.39, haven't seen rain totals like that since 2010, it's been 1,777 days, so yes this is a big deal across the south bay. and we will add to that. still tracking spotty areas of rain across the bay area. most consistently where we need in in the south bay. it will continue generally off to the north and east. prepare for the slick roadways tonight. let's get a look what we can expect with this next wave of wet weather through 9:00 tonight, hit and miss areas of pockets of rain fall. then through 11:00 it may seem we are done as we are mainly going to be dry but check 24 out as the wave of wet weather moves in at 3:00, isolated pockets of rain are likely to return by 3:00 a.m. and will unfortunately for your commute stay in place. if you can tele commute might be a good day to do that because it will be wet on the roadways. we will see more isolated flooding problems, possibly more trees down, maybe some power outage issues. let's get a look at the highlights from this storm system, we'll bround it up for you. next 24 hours, gusty winds may hit 35 miles an hour. may have embedded thunderstorms as that pushes across. we may pick up an additional one to two inches of rain fall, could put our rain total at 100% to 200% of the average. great for the droughts. you want to pay attention to san francisco. that will have the highest risk of thunderstorms in the forecast tomorrow. there's another zone with the best chance of thunderstorms in the north bay, including napa, santa rosa and down toward the trivalley will be jacket weather down in the 60s. tomorrow and thursday and friday rain staying in the forecast, we'll get dry saturday and also sunday. so this is good news. please take it slow out there. back your speed maybe five to ten miles an hour will help you quite a bit. >> very good advice. just ahead at 5:00, stuck in an unusual spot on the golden gate bridge, how this car got there and what it took to get it out. plus to infinity and beyond. what happens this week in the bay area seen as a critical step to mars. this is something we don't see very often. this young man wedged his car on the sidewalk of the golden gate bridge. daniel soto was drunk when he veered out of his lane and into the walkway around 5:00 a.m. more than five hours later crews brought in a crane to lift that blue mustang out and over the railings, the 22-year-old was arrested on drunk driving charges. violence shooting just after midnight, three homes struck by multiple rounds from a handgun. police are offering an award for information about this case. we're one step closer to landing astronauts on mars on the orion space craft. the space craft will travel 3600 miles from earth to test four systems, radiation, separation, the heat shield and the parachu parachute. check out these retail robots, they are available at orchard in san jose. the robots have 3d cameras to scan and identify items, the robots can lead people to the aisles. they also speak multiple languages. >> very nice. well, a daring of rain. santa cruz mountains, 5.42. and up in san jose, 1.39. the numbers are unbelievable, when we continue to break down the numbers, this 1.49 in san francisco now makes some of the most rain we're on track for since 2009. some 1,876 days ago. again, that is how unbelievable it is to get this much rainfall for us right now, with that drought effect. we have areas of rain that will continue from 11:00 tonight into the overnight hours with some heavier periods of rain. so my top three concerns once again will be rain picking up again in the overnight hours, another wet morning commute, and spinouts likely again to continue through tomorrow, with more downed trees. we've got more in your forecast in about ten minutes. >> we'll check in with you at that point, thanks, jeff. we've talked about the flooding across the bay area. plenty of it, but for one peninsula family, the problem isn't just water gushing into their house, but raw sewage. they live on court street in redwood city, not far from sequoia hospital. and this isn't the first time they've had to deal with this problems. michelle roberts joins us from the peninsula. michelle, these are million-dollar homes with some serious issues. >> reporter: not a problem you want to have. you expect delays on the road, but one family in redwood city is hoping one issue is solved before more rain arrives. rain boots were necessary at the caltrans station in palo alto this morning. on the road, drivers getting on 101 at embarcadero maneuvered through giant pools of water. >> that we've had a drought for the past couple of years, the rain's always a good thing. >> reporter: maybe not for everyone. >> it was about 2 inches of water and it just kept rising. >> reporter: the storm brought adrian of redwood city a huge mess to deal with. >> this is gross. like, it's gross. that's all toilet paper. >> human waste and sewage water flooded her house this morning. >> that could be my neighbor's toilet paper in my house, in my garage. >> reporter: the kids' room on the first floor will be off-limits unless the carpet is replaced and the smell subsides. >> there's poop water in my kids' room. >> reporter: adrian says this has happened before when the city's pipes and a drain near the street gets clogged with debris. it's a city problem, and this morning redwood city clears cleared the pipe. >> the second they cleared the big branch out, all of that drained. >> reporter: now city sanitation crews will cover the cost of cleaning up the midweess. >> i called the supervisor today and i was like, these pipes need to be fixed. >> reporter: the public works department says an aging pipe is to blame and they are working to repair the issue. working live in palo alto, michelle roberts, nbc bay area news. >> that is very tough for that family. thank. the rain is making drivery treacherous tonight. take a look at our traffic map here. a lot of red dots there, you see especially in the east bay, especially around emeryville and berkry. >> drivers are certainly getting a crash course on how to drive in wet conditions tonight. and it isn't always successful. wet roads mean twice as many accidents for chp officers. nbc bay area's kimberly tere is live off 80 in emeryville. we're at the height of rush hour now. how's it looking on the freeway? >> reporter: take a look for yourself, jessica. traffic is moving, albeit slowly, but this is typical for this stretch of interstate at this time of night. this morning, though, it was a very different story. one driver told us, it took her an hour and a half to go just ten miles. >> it's a mess. total mess. >> reporter: the heavy rainfall turned the morning commute into a crawl today. >> well, slower, wet, got to be careful. >> it's horrible. i mean, it's really bad. and i think it's because it's storming so hard. people are a little bit more cautious, but, yeah, i've seen some pretty bad accidents. >> reporter: the california highway patrol office in oakland got more than 400 calls between 4:00 and 10:00 a.m. twice the normal number. >> i think the not paying attention or the just not being very patient with each other, or tolerant. >> if you see an accident, you can call 911 and let us know. if it's blocking a lane, do not stop behind it, just continue around it and call 911. let us know where you are and what the issue is. if you stop on the roadway to try to render assistance, you put yourself in danger. and the freeway is no place for a pedestrian, so stay in your vehicle. if your car spins out and you're in a lane of traffic, stay in your car, keep your seat belt on, and call 911. . >> reporter: the chp says with more rain on the way tomorrow, now is a great time to check the tread on your tires and also to change those windshield wiper blades. live in emeryville, kimberly tere, nbc bay area news. >> thank you, kimberly. this weather is causing havoc at the airports. long delays and cancellations at sfo. in fact, at one point today, incoming flights were delayed nearly three hours. right now, the average delay is about 90 minutes. and so far, there have been 140 cancellations. as for oakland's airport, much smoother. no reported delays there. and at mineta international in san jose, two flights were canceled because of the weather. on the peninsula, the rain brought down a branch of this 100-year-old oak tree. it crashed on to woodside road, just west of 280 and took a power line down with it. not only did it block entrance to woodside school and business district, but left several customers without power. traffic was closed in both directions for hours, forcing residents there in woodside to take long detours to get to school or work. and sandy from newark sent us this photo. this large tree fell near the corner of sailwood drive and cedar boulevard. crews spent much of the day clearing the tree and debris from the roadway. well, dry no more. parched rivers across the bay area look like waterways again. one of our viewers sent us these two photographs. on your left is what the guadalupe river in san jose looked like this morning. barren and bone dry. on your right, what it looks like now, with water flowing. nbc bay area's marianne favro is live in san jose at the banks of the guadalupe, and it certainly got a soaking. >> reporter: it certainly did. and the guadalupe river is a perfect example. take a look at how fast the river is flowing through downtown san jose tonight. this river is now 5 feet higher than it was this morning. >> a car submerged in 18 inches of water on highway 87 in san jose, just one of the many problems caused by today's storms. in ben lomand, trees toppled blocking these roads. the storm also brought new life to the san lorenzo river and replenished this swimming hole. and in felton, tiny rivers formed alongside roads. leon anthony welcomed the transformation. >> the grass is green. a couple week or so ago, it was brown. >> reporter: yes, this storm slowed many of us down, but as diane vega sees us, maybe that's the point. >> because it was very soothing. very calming. and i thought, well, i haven't heard it for so long, and it drips, and you can hear it pound on my roof and hear it go through my gutters and it's like, wow, that's such a beautiful sound. >> reporter: it is a nice sound, isn't it? well, right now, some sections of the guadalupe kicked and beat to death an elderly homeless man. investigators say not only was the attack unprovoked, the 67-year-old victim was a 100-pound man who needs crutches to walk. even veteran officers who have seen it all were shocked. >> i have 25 years in, and this is a really awful attack. probably one of the worst i've ever seen. and i think all of us who are investigating this case were personally affected by what we saw. >> police say they think the man traveled on b.a.r.t. or muni that night and predict they will find even more surveillance video of the trio. also new at 6:00, another crime caught on camera. uk berkeley police say two men broke into hoff's pavilion and vandalized it. this happened two weeks ago. police say the two suspects were walking around and checking for unlocked doors. the men removed a fire extinguisher from the wall and emptied it on the basketball court, which damaged the wood and stole two video cameras. so did apple strangle its competitors with its ipod. the silicon valley tech giant went on trial today with $1 billion on the line and testimony from the late steve jobs possibly ahead. our business and tech reporter scott budman has more on what competing music players from getting to music on itunes. >> what apple really did was they opened up the era of digital music and they protected, in that particular time frame, they really did protect the musicians and gave money back to the music industry. >> which, given the popularity of free streaming sites, like napster and limewire, gave the music business a big boost. >> apple is an innovative company. arguably, the most innovative electronics company in the world, and i personally believe that the company back in time was just pushing the technology forward as fast as it could. >> but was it done fairly or was apple anti-competitive? among the testimony will be e-mails from late ceo steve jobs. apple watcher tim beheron says jobs acted arrogantly when competitors like real networks came up. >> typical of steve jobs, when he was asked about steve jobs, he said, are they still around? and you know, he just didn't even consider it an issue. >> reporter: now, to get to the money, the $350 million sought by the plaintiffs could, under anti-trust laws, be tripled if they win, which would make it a $1 billion decision against apple. will we consumers see any of that money? likely, no. and with so many users out there, your award would only be a few pennies anyway. raj? >> thank you, scott. a suspected drunk driver ended up in jail after driving his car on the sidewalk of the golden gate bridge. take a look. the chp says 22-year-old daniel soto veered out of his lane and on to the walkway around 5:00 this morning. he wedged his car between a chain link fence and the rail of the bridge. more than five hours later, crews brought in a crane to lift that mustang back on to the road. while they left their disappointment in san francisco, today's town pour put the brakes on one of the city's most iconic attractions, leaving tourists soggy and sad. the famed cable cars simply couldn't handle the amount of water falling from the skies. nbc bay area's mark mathews joins us from marin county, where the heavy rain is bringing the commute there to a near halt as well. mark? >> reporter: well, jessica, we've got a momentary respite from the rain here. we are along the 101 frontage road, the old redwood highway frontage road, just south of sir francis drake and the commute tonight on the 101 is actually moving better than it usually does this time of the night. weathering the storm a lot better than san francisco's cable cars. we are not likely to see this very often. the cable car turnaround at hyde street completely deserted. the cars, tucked into their barn on mason, none of them running because the rain came down so hard this morning, the municipal transportation agency decided that the cars' antique braking system just couldn't be counted on. >> call service. okay, thank you. >> riders were told "sorry" and very little else. >> yes, for the day or for the week or -- >> for now. >> reporter: a muni spokesman later explained when the storm passed and the system had a chance to dry out, the cars would be back on track. >> we were going to go down to the city bookshop, but of course now we have to walk. >> reporter: meanwhile, sheets of rain poured from the highway 1 overpass in mill valley. the parking lot below was flooded, as it often is in a big rainstorm. but this time commuters didn't seem to mind. >> this is actually beautiful. this is beautiful. >> reporter: the drought has many welcoming the rain, even as it splashed over the edge of the golden gate, and slowed traffic on 101. what we are hearing is, we need it and we're glad it's here. in san francisco and in the bay area. now, we will, of course, keep an eye on the flooding in marin county and the bay area tonight, we were told we might see flashes of lightning. we have not yet. we'll let you know if we do. repo reporting, mark mathews, nbc bay area news. >> while this storm is great news for skiers and snowboarders, check this out. this is echo summit, highway 50. lake tahoe could see as much as 2 feet of snow in the next 24 hours. but if you're heading up there, be careful. whiteout conditions reported in some of those areas today. let's bring in our chief meteorologist jeff ranieri, tracking all of this. seems to be going in spurts here, a couple hours hard and takes a break. >> right now we're seeing intermittent rainfall across the bay area. most up into the north bay and also down to san francisco. i really think the worst commute at this hour, the way i'm seeing it on the doppler radar would be here throughout san francisco and the 101 corridor and down towards the airport, where there have been numerous delays. if you have a flight leaving tonight or tomorrow morning, double check, sign up for the e-mail alerts to make sure you get that latest information. the other also area of a major concern tonight is on 680 from concord down to about pleasanton. now, offshore, we are tracking multiple lightning strikes. this complex of storms is heading off to the north and the east. eventually, that's going to be impacting the bay area. we'll take you outside of the sky camera network. and as we've heard from all of our reporters covering this story, it is dangerously slick out here tonight, no matter where you're going, whether the rain is falling or not. there's a lot of water ponding up in the roadways, so take it slow from the north bay all the way down to the south bay. so we have that second round of wet weather coming our way, so tomorrow will be another day where from marin, napa, and sonoma counties in the north bay, all the way down to san jose, you had that chance of rainfall in the forecast. and temperatures staying pretty much the same across the bay area from low to mid-60s, and the highest risk of thunderstorms will be in that area. so we'll get you to the wind gust forecast. because it's not only the rain, but you'll see here by 11:00 p.m. tonight, we likely could have some wind gusts topping 25 miles per hour. then by tomorrow morning, as we see that second round of wet weather arrive, you can see a lot of these locations could see wind gusts go into the 30s. so that's where we're concerned about, with the possibility of more trees that could come down, and maybe even some more power outages. so tomorrow morning, it is imperative that you remember to just take it slow. we may not actually see dry weather in the south bay until saturday. thursday and friday, albeit, not a big storm, but still some wet roadways in the forecast. the same goes for the peninsula. san francisco looking at areas of rainfall thursday and friday, and a mix of some sun and clouds on saturday. we'll have more on that full forecast in about 25 minutes, you guys. >> thank you, jeff. what's it like over san jose on the right. the golden gate bridge in san francisco. it has been stormy in both places and if the forecast holds, it will be a stormy night as well. so we continue to track this rain for you. >> let's take you outside now and we'll take a look at the evening commute. it's sluggish, but things are moving. in fact, let's bring in nbc bay area's kimberly tere who joins us in emeryville with how things are looking. kimberly, it looks like it's flowing behind you, actually. >> reporter: yeah, i was just checking it out, raj. take a look for yourself. traffic is moving and it's moving pretty well. this is close to what is typical for this time of night on i-80. while we felt some sprinkles now and then, it really isn't anything like what we saw this morning. commuters had to deal with the aftermath of hundreds of accidents on the roads. one driver told us it took her an hour and a half to get just ten miles because of the troubled traffic. and the california highway patrol in oakland says we can expect more of the same tomorrow. today, the chp got twice as many reports of accidents compared to a normal commute. more than 400 calls between 4:00 and 10:00 a.m. the number one cause of accidents is actually speed, and the chp wants to remind drivers that it's critical to slow down and really create some space for other drivers in the rain. they also say that if you see an accident, slow down, get around it, and then call 911. getting out of your car could put you and others in danger. and if you're the driver in a spinout or serious collision, the chp says stay put with your seat belt on and wait for help. live in emeryville, kimberly tere, nbc bay area news. >> kimberly, thank you. now to the peninsula. more problems. some off-ramps in palo alto. take a look. a common sight today. looked more like ponds. but this problem may seem trivial after you hear what the storm did to one peninsula home today. nbc bay area's michelle roberts joins us in palo alto with more on the damage and a clogged pipe. michelle? >> reporter: that's right. we have seen a lot of flooding on the roadways, but the worst we saw was in redwood city this afternoon. you've got to take a look at this home. this is on court street in redwood city. this family said they found 2 inches of water in their garage this morning, but it wasn't rainwater. this is video after sewer water was pumped out, toilet paper and human waste was left behind in the garage and in the bedrooms on the first floor. and this was caused because a sewage pipe and drain were clogged during a storm early this morning. >> i mean, all of this has just been sitting in water, all this has been sitting in sewage. so we're going to have to move the refrigerator and then they'll have to deal with sanitizing my kids' room or pulling up carpets. >> reporter: redwood city will be paying for the cleanup, because the pipe and drain are on city land, the public works department says an aging pipe is to blame and they will be working to repair that area of the pipe. reporting live in palo alto, i'm michelle roberts, nbc bay area news. >> those poor people. all right. thank you, michelle. but from weather-related problems on the peninsula to weather-related problems in southern california, a neighborhood in ventura county is under mandatory evacuation because of mud slide. mud slide concerns. clears are working to clear the mud that's fallen so far and the debris that flowed down from a rain-soaked hillside. right now, 15 homes are threatened. the rain is on the weather tab. our other headlines tonight, and these are new details, this cell phone video is now evidence in the prosecution of three men accused of looting a store during one of the protests in oakland last tuesday. all three face charges of felony, second-degree burglary. looters targeted a smart and final store and a nearby cell phone retailers. the looting came during protests at the grand jury ruling in the michael brown shooting in ferguson, missouri. were the threats empty? the gop had vowed to retaliate against president obama for his executive action on immigration. but now their hands are tied, they say. republicans, though, are not giving up. janelle wang joins us with more. janelle? >> reporter: republican leaders say at this time, their immediate options are limited, but they're still putting all ideas on the table. >> reporter: homeland security secretary jay johnson on the congressional hot seat today, defending the president's executive action on immigration. >> we want people to be accountable, to come out of the shadows, get on the books, and pay taxes. >> reporter: under the president's order, nearly 5 million undocumented immigrants can stay and work in the u.s. temporarily. republicans worry the action will just encourage more to run for the border. >> here we go again, talking about the illegal immigrant and how we can make it easier for them. how does this help the american worker, who can't find work and can't provide for his family? >> reporter: despite being furious, republican senator mitch mcconnell vowed to keep the government running, when a funding deadline expires next week. >> yeah, i made it very clear the day after the election that no more government shutdowns and threats to default on national debt. >> reporter: top republicans are trying to find other ways to punish the president. one way, refusing to fully fund the homeland security department, which is in charge of managing immigration programs. >> it's going to be difficult to take meaningful action, as long as we've got democrats in control of the senate. >> boehner could face problems from his own party. tea party members don't want to wait until next year when republicans have full control of congress. they want to vote on how to fund the government right now. jessica? >> okay, thank you, janelle. well, for the first time, former baltimore ravens player ray rice is talking about the attack that left his wife unconscious and cost him his job. >> my wife is an angel, she can do no wrong. i take full responsibility for my actions. >> one day after janay rice opened up about what happened in that elevator back in february, ray rice did the same on the "today" show with matt lauer. rice says counseling ripped him say part and put him back now, riding bikes on some downtown san jose sidewalks could soon be against the law. right now san jose city council is considering banning the ability to ride your bike on a downtown sidewalk. that ban proposed after dozens have reported accidents between pedestrians and reckless cyclists. city officials are now considering two options. each would ban sidewalk riding in most of the city's downtown areas. under both proposals, police officers and kids under the ages of 13, though, would be exempt. when that decision is expected, we'll bring it to you right away. it's official. the ballots have now been counted and certified in the south bay. that means sam liccardo is now the official winner in san jose's mayoral race. the city councilman beat supervisor dave cortese by less than 3,000 votes. liccardo will be sworn into office january 6th. he replaces current mayor chuck reed who was termed out of office. >> jeff, the rain continues. into the evening. >> i know, it does. and we'll see another heavier round coming your way in the next 12 hours. if you didn't get enough of this storm system, hold on. another wet commute on wednesday morning. we'll have full details on the next storm and the timeline in just a few minutes. just in time for the holiday travel season, gas prices are plummeting. which is great news, right? yes, if you're a driver. but why aren't air travelers seeing the same kind of discounts. sam brock explains in tonight's reality check. >> the price of crude oil has fallen off of a cliff in recent months. go back to june, and it was trading at $115 a barrel. now experts say it could fall as far as $40 a barrel. so, why does this not equate to lower airfare? that's what we wanted to know. in the craze to save a buck or two at the pump, drivers often that to look long and hard. but not these days, where no search is necessary. the average gas price in the u.s. right now, $2.75 a gallon. something consumers haven't seen in four years. >> every pen yny drop in gas prices leads to $1 billion pumped back into the economy in terms of discretionary income. that's a huge amount of money. >> reporter: but this holiday travel season, many people will cough those savings right back up in the form of pricier plane tickets. nbc news asked fare compare to crunch the numbers. a flight from detroit to san francisco right now costs an average of $591, compared to $508 a year ago. seattle to dallas averaged $430, up from $347 last year. and dulles to l.a., $464 this year, up from $411 last year. why is the cost to fly moving in one direction and the price of fuel moving in the other? >> i think the reason is quite simple. the industry is flying full at these prices. it could not generate more revenue by reducing prices. >> reporter: this is robert w. mann, a former american airlines exec turns industry consultant who spoke with us by skype. he says we live in an era of consolidation. there are only three main carriers. american, delta, and united. and he explains, instead of using savings from lower fuel to bring down airfare, those companies are adding new planes, compensating employees better, and rewarding shareholders. >> when the price of coffee beans falls, you don't expect your latte to cost you less. >> reporter: but the reality is airlines couldn't keep prices propped up if the consumer didn't have the money to spend, lending a certain irony of sorts to this situation. >> what's different is, every time the customer goes and fills up the car, they have an extra $10 in their pocket. every time they go to fill up their heating oil tank this winter with heating fuel, we'll have an extra $100 in their pocket. some of that is likely to translate into increased demand for air travel. >> reporter: and there's element not being discussed as well. many airline carriers actually aren't getting cheaper prices on fuel. that is because they hedge their bets on the price of oil and lock in contracts before oil actually sell. mann says the only major airline carrier that didn't do that is american, and it's now reaping the benefits. i'm sam brock and that is this edition of "reality check." back to you. >> thank you, sam. well, at the local pump, gas prices continue to dip. as of tonight, san jose checks in with the lowest average price, $303. next, oakland at $3.05, and the average price right now is $ $3.21. let's take you outside. a live look in palo alto, 101 near university. it is 6:45. so the evening commute, well underway. and it looks pretty nice right now. let's bring in our chief meteorologist, jeff ranieri. >> it seems like a lot of people are heeding the warnings, maybe staying at home. we did get pummeled with a heavy blast of some rain this morning, also the early afternoon. now, most of that concentrated rain is off towards the east, but we have the center of the storm offshore, and that's going to be moving in. we'll have more on that in a moment, but i want to get you to our 24-hour rainfall totals and they are impressive. over an inch of rainfall at point reyes. over an inch and a half at tiburon. now 1 1/2 inches throughout the marina. the peninsula and south bay really reaping the benefits of this latest storm system. over 2 1/2 inches in menlo park. la honda throughout the santa cruz mountains, 5.42. now, it has been a long time since we have seen anything close to this in san jose. let's go ahead and get a look. we did the tally. our producer, david, did the math on this. 1,777 days ago, since we had this much rainfall in san jose. so if you're kind of staring up at the sky going, i don't even remember the last time it was like this, you are right on par. let's take you into the radar right now, you can see the biggest area of rainfall we're following at the current moment is on that 80 corridor from richmond through vallejo, some more moderate rainfall offshore. but what we are really focused on is this zone of heavy, heavy rain and thunderstorms offshore and we're currently getting a track of this, of 99 lightning strikes, just in the past, i believe, 15 to 25 minutes alone. so all of that is expected to hold up eventually and make it here towards the bay area. so we're going to go ahead and put a track on this. and it looks like we'll like lie see this move into half moon bay about 8:33 tonight. so anywhere from 8:30 to 9:30, expect a heavier rain of more weather to come our way. we'll get you deeper into the forecast. once we see that wave of wet weather arrive, then by 11:00 tonight, what you're going to see in the futurecast is still some scattered areas of rainfall. but i think it's going to reignite with another heavier area of rainfall yet again in the overnight hours. so we're really going under these periods of heavy rain and then a little bit of a break, and then more heavier rain coming our way. you can see through tomorrow morning, it's going to be another wet commute. if you have the option, maybe to work from home on wednesday, could be a great idea, because you know what the commute is like here in the bay area on a dry day. you put this rainfall on top of it and it's not looking good. you can even see through 9:00 in the morning, scattered areas of rainfall will continue. we may not actually see the storm system continue to try and push out until about 7:30 tomorrow night. and then eventually, we'll start to see things calm down. so when it gets to the overall storm system, you can see once again, areas of gusty winds, also thunderstorms. we're calling for an additional 1 to 2 inches of rainfall in the next 24 hours as well, and that could take down more trees, give us some more power outages, and maybe some more isolated flooding issues. it's a guarantee. any places where you see water ponding up today, it's going to happen again for tomorrow. you can see in the microclimate forecast, not too many differences in the temperatures. san jose expecting 64 degrees. but in san francisco, the thing to notice down here, that's going to be where we'll have the highest risk of thunderstorms for tomorrow, with 64 out there in soma. winds will also be gusting, 15 to about 35 miles per hour. the other highest zone of possible thunderstorms would be in the north bay, including napa and also santa rosa. so we'll take you into the next five days and you'll probably want to know, even though we need this rainfall, when is the next chance we'll get some dry weather in here? looks like we may not get our first full dry day until saturday and also on sunday. should be said, thursday and friday's rain chances are not huge, but, again, we're looking at afl all the way through at l friday. >> it's going to be loud tonight after an parts of the bay area, but you can see some scattered showers right now, keeping it wet throughout san francisco, golden gate, and bay bridge travelers this evening, will watch out for these wet roads. and check it out offshore. a huge complex of wet weather. in fact, we're tracking 97 lightning strikes in that zone of heavy weather. that is anticipated to at least hold up in some parts, with the possibility of thunderstorms tonight. may arrive here in pacifica anytime between 8:30 and about 9:15 this evening. some heavier rainfall for the coastline, also the peninsula. so, of course, we're going to be watching that. now, we'll have that rainfall continue into tomorrow morning, and that's why we have flood concerns through the morning hours, with ponding on the roadway, winds that could hit about 30 miles per hour and take down more trees and power outages. and throughout the afternoon or wednesday, we'll eventually start to see things clear out a little bit, and then we'll meaning cars could hydro-plane. this was the scene during rush hour. here is a look at traffic conditions across the golden gate bridge now... thanks, roberta rain in the bay area means in garn. let's call on our hi-def doppler radar and you see lots of different shades right there on your tv screen. but look towards the open waters towards the ocean. see all these white specks in those are lightning strikes. dozens and dozens all wrapped around the area of low pressure, the core offshore, that is located about two to 300 miles offshore and as that core moves closer and closer to the coast, that's when we have the chance of an isolated thunderstorm this afternoon. but when that core moves onshore tomorrow we have better chances of that t storm. right now we have rainfall in the eastern portion of the bay area near a suburb of fremont as well in between alviso and milpitas, as well. meanwhile, walnut creek with pockets of moderate rainfall. moisture cloudy skies and light rainfall. the winds are up to 15 to 16 miles an hour increasing this afternoon up to a good 20 and 25 miles an hour. what you need to know is we still have in the forecast periods of heavy rain and wind even though we see all this activity begin to taper off. he periods every occasional scattered showers in the forecast and then tomorrow morning, the core where all those lying bolts are surrounding pushes onshore in time for the morning commute. we have a we have a mess eve afternoon. when it's all said and done for the next 24 hours, we are easily over 2" of rain santa cruz approaching a full inch of rain. but that second batch of energy moves shore tomorrow morning and once that's done by thursday, most of the area 2 to 3" of rain. a lot of rain in a short amount of time. winter storm warning is now in effect for the high sierra at 7,000 feet. and by the time the sun sets tonight at 4:51, temperature- wise into the 60s. that's pretty seasonal. average high in san francisco is in the low 60s and there we are at 63. but again, some gusty winds and when you couple that up with more rain and wind tomorrow by this time tomorrow afternoon, there's no doubt we'll be talking about downed power lines and toppled trees, as well. and some hydro concerns here in the bay area because there's only so much we can saturate at this particular time. >> thank you. well, rain in the bay area today means snow in the sierra. take a look at this video. it's time lapse of a snow measuring station. northstar has a foot of new snow with more on the way. right now, there are no chain requirements on interstate 80 or u.s. 50 but 88 and 89 do require chains. we are not seeing that now but we are seeing light scattered showers over alameda county, contra costa county, and also marin county. guess what. the storm that gave us all the rainfall this morning, the low is not even here yet. so tomorrow has the potential to be even stormier than what we had today. scattered showers continue this evening. but it's not going to amount to much. after midnight, that's when the rain picks up and it will be steady to heavy at times. it will also be windier tomorrow and we carry an isolated risk of thunderstorms. so plan on the commute taking just about as long tomorrow as it did today. we are only halfway through this really stormy pattern that began overnight tonight. kpix 5's mark kelly is in our mobile weather lab on the wet roads in his marin county where it rained a lot there too, today. >> reporter: and paul, it's raining right now. we are headed on 101 southbound. [ signal breakup ] right now here we are at the paradise drive exit. seems to be flowing pretty smoothly. we are going about 40 miles per hour right now. cars around us going about 45. it has slowed down considerably from this round of rain rolling through the north bay right now. all this rain messed with the day. flooding streets and for one san rafael family, even trapping them in their home. >> reporter: the collins family is cozying up with their grandchild for the day inside the house because this is what it looks like outside their front door. >> the whole bloody tree, i thought oh, my god. >> oh, my goodness, i can't believe it, that it toppled over. >> reporter: a 40-foot oak tree crashed right across their driveway trapping them in their home. but the tree was nice enough to not take their modern comforts. >> we are so lucky it didn't take down electricity. it didn't take down the phone. it didn't take down the internet. [ buzzing ] >> reporter: but? san francisco, the trees weren't so kind. from heavy rain this one gave up and smashed on to this toyota corolla. in the east bay, water building up on the roads was the nuisance of the day from the big dose of rain overnight and into the morning. check this out. on i-80 in berkeley, not even peak commute time and it was still slow going for miles. but when it rained it's the north bay that tends to get the brunt of it. this system is no different. this creek near san anselmo continues to rise. and this sonoma county intersection where 121 meets 12 is notorious for flooding. it is starting to see the waters rise again. so back here live in mobile weather, we are headed on 101 southbound into san francisco. we just passed the tiburon boulevard exit. we are going about 45 miles per hour, traffic on this side seems to be flowing pretty well. on the other side 101 northbound right now looks to be a huge backup at this time if you are able to see that. there's a lot of white lights looking in our direction. so we are going to stay here in mobile weather and stay with this traffic. we'll be here live again at 6:00 tonight. so if you are at all headed out into this nasty commute tonight, we'll kind of give you a heads up of what to expect before you hit the road. live in mobile weather, mark kelly, kpix 5. i'm len ramirez in the santa cruz mountains. you know, highway 17 can be challenging even on a dry day. but take a look at this. in this kind of a downpour it's treacherous, steep, windy, wet and throw in poor visibility. it's all a big mash-up right now. the fog came in about 4 p.m., combined with the heavy downpours, made for just about white-out conditions up here. traffic is moving here at the summit right now. but it has been just that kind of day all around the bay area. in fact, highway 17, highway 87, there was a spinout, flooding, the water continues to come down. it hasn't been a steady downpour. it has been coming down in spurts. right now we're seeing a pretty good little downpour up here on the summit. we're getting soaked. drivers seem to be making the best of it. for now, reporting live on highway 17, len ramirez, kpix 5. that weather is causing disruption to the cable consider service. several lines were delayed on or suspended during the storm. right now all service is restored. here's a live look at sfo right now. as of about an hour ago, an airport spokesman says a total of 136 flights have been canceled. delays are also averaging 60 to 90 minutes although some delays are well over 2 1/2 hours. while the storm is soaking us in the bay area, the sierra is also being hit with snow. this is what interstate 80 looked like at donner summit. donner lake about 45 minutes ago, snowplows have been working to remove the fresh blanket of powder but traffic was moving, albeit slowly. chains are required on interstate 80 from the donner lake interchange to kingvale. kpix.com has you covered on all winter storms. you can upload your rain pictures, find sandbag locations even check traffic conditions. you can also track the wet weather on the go with our cbs bay area weather app. it includes realtime radar. it's available for download at kpix.com for your iphone or android. one driver who tried to cross the golden gate bridge didn't make it, but his mishap had nothing to do with the rain. he was arrested for dui after doing this. that's his mustang wedged in the sidewalk. mike sugerman shows us how it happened. mike. >> reporter: liz, this had old- timers shaking their heads saying what?! people didn't even know a car could fit down the bike lane here. today it did for a time. >> reporter: according to a facebook page daniel soto enjoys his ford mustang and the golden gate bridge. today he merged those two passions in a somewhat unorthodox way. >> this has never happened on the golden gate bridge before. >> reporter: lots of cars driver over the bridge never has a car driven on the southbound bike lane and got wedged in, stuck about a quarter mile down the path. from what we've been able to piece together he was driving down from the marin headlands turned right into the marking lot instead of on the freeway, went screaming through the parking lot at a high rate of speed, broke through this pole which was replaced and slammed through this gate, broke it. nobody was on the bridge like they are now trying to fix the mess the guy made. >> this was an anomaly. it hasn't happened before. and it certainly gave the golden gate bridge crews a puzzle to solve this morning. >> reporter: daniel soto is 22, works for apple, has a picture with ceo tim cook on his facebook page. works at the stonestown apple store where we are told he is well liked and wants to be a police officer. that might be hard now. he has been arrested for driving under the influence. sources tell us he blew a .12, that's 1 1/2 times the legal limit. so the question is, it was harder to get it in or out? crews needed a crane, stop traffic both directions to remove it. it was quite the traffic ballet here at the golden gate bridge. in san francisco, mike sugerman, kpix 5. >> soto actually made it out with minor injuries. no one else was on the path at the time. other bay area headlines tonight san jose city council is meeting right now to vote on whether to ban bikes on city sidewalks. that proposal being considered would ban cycling on sidewalks along downtown streets that already have bike lanes. kids under 12 though would be exempt. you can credit surveillance cameras for putting two suspected sunnyvale burglars in jail. they were arrested after chp officers found their car at a turlock rest stop today. the burglary happened friday at a home on east dwayne avenue. detectives say the homeowner surveillance camera got a shot and helped identify them. police also found stolen items in the suspects' car. nearly a month off the november elections san jose officially has a new mayor. sam liccardo declared the winner after a manual retally found no errors in the original vote count. he will be sworn in on january 6 replacing termed out mayor chuck reed. a man on the run, a skateboard and some made for hollywood drama. >> who is that guy? >> lou pizarro. he stopped the suspect after police say the man led them on a chase driving a stolen bmw. after rear-ending the car the suspect took off on a skateboard and started running. that's when pizarro caught up to him. >> just instinct. just, you know, block the by off and, you know, slow him down a little bit. >> pizarro said he didn't think twice about stopping the suspect when he noticed police chasing him. he stars on the reality tv show "operation repo." a thief brazen enough to kick a mom with a newborn baby. the vicious attack all over a cell phone. >> i relate to the 20 million victims. >> survivors of domestic violence. >> domestic violence in sports gets personal. the hearing that brought a top energy exec to tears. ,, ,,,,,,,,,, on the hot seat on in the h seat on domestic violence. leaders from the n-f-l, n-b, emotional moments on capitol hill today as senators put sports executives on the hot seat regarding domestic violence. they faced questioning about what they are doing to stop the abuse. it comes after that video of former ravens star ray rice hitting his fiancee. some senators say professional sports league aren't doing enough to stop it. >> professional sports with very few exceptions have done little to hold those who commit this crime accountable. >> domestic violence was a way of life in my home growing up. i relate to the 20 million victims, survivors, domestic violence, sexual abuse, in every community across our great nation. >> in the days following the release of the ray rice video call volume is 50% higher to a domestic violence violence hotline. a mother is sharing her story of a vicious attack in new york. her 2-month-old son strapped to her chest when a man kicks her to the ground and steals her cell phone. police arrested the 18-year- old. they say he randomly targeted the mother. mother and child are okay recovering at home. former captain of the cruise ship that crashed off the coast of italy is defending his decision to sail close to shore. at his trial, the captain denied charges that he was trying to tim press his lover. he said he just wanted to treat costa concordia passengers to the view of giglio island. 52-year-old captain is facing charges of manslaughter causing a shipwreck and abandoning 4,000 passengers on the ship. he is facing up to 20 years in prison no official decision yet but all signs point to ashton candidate as the new defense secretary. he was the leading contender but the white house is still in the process of vetting him. ashton carder is a physicist with extensive experience in pentagon leadership. chuck hagel resigned as secretary of defense last week. they are supposed to help us choose greener appliances but those yellow energy guide labors are flawed. kpix 5 consumerwatch reporter julie watts on the uc-berkeley study that may change how you shop. >> reporter: there's a bright yellow label that many rely on when picking out new appliances. they are supposed to tell you how much it will cost in energy each year, just one problem. >> the label is wrong. >> reporter: this economics professor has been studying these federally mandated energy guide labels and he says don't count on them to be akra . >> they show information that's based on national average electricity prices. >> reporter: and in many states like california, connecticut, new york, hawaii, energy prices run to twice as much as of the national average. >> people have no idea how much they spend for electricity so they don't know how to make the conversion. >> reporter: but the conversion is simple. when in doubt, double the estimate. so an appliance estimated to cost you $67 a year will actually run you closer to 135 same for the dryer, refrigerator and any other appliance you're in the market for. but davis points out accurate or not the labels serve a good purpose. side by side, they can help you decide which appliances save the most energy and money even if you're not saving as much money as the label would have you believe. >> we found that those people that saw the better labels made better decisions. they saved money, a lot of money. >> reporter: now, davis presented the idea of the state-specific labels to the ftc which they thought it was a good idea but too expensive. he developed a label with a qr code that would tailor rates per state something he hopes regulators will soon consider. >> another bit of info we could use. >> reporter: and save you a little money. >> thank you. checking back on this bay area storm we have cooking, it was coming down pretty hard earlier this morning in marin county. parking lots were filling up with big puddles. >> and the rain proved to be too much for this oak tree in woodside. it came toppling down on some power lines at woodside and canada roads blocking traffic and knocking out power for some time. want to check in with paul deanno right now to talk about what's coming next. we have had a series of storms. are we done? >> we are not. more rain is coming. for some folks, tomorrow may be wetter than today. >> wow. >> today was the wettest day out of about 340 of them so far this year in san francisco. not done yet. it could get stormier tomorrow. upper 50s throughout the bay area. we are cloudy, 58 in oakland. 58 in san jose. 57 on the wettest day of the calendar, so far this year, in san francisco. we had some thunderstorms move into coastal sonoma and mendocino county over the past few hours. we had the rain lifting to the north there but already, down to the bottom left of your television screen, there is the next wave of rainfall poised to move in likely after midnight tonight. the rain may wake you up for a second consecutive morning tomorrow. i know it did for me. winter storm warning in the sierra, wonderful news it will continue to snow above 7,000 feet up to 2 feet of total snowfall there. here's the deal. we have this low pressure system still due off to our west. the great thing is that the winds are flowing counterclockwise around low pressure. they always do. but because the low is due west of us, we're tapping into more juicy air coming up and hitting los angeles, san diego, orange county all the way up to the bay area. tomorrow, the same thing except the actual low is going to be closer. so the atmosphere will be more unstable. widespread rain will happen again. winds will be stronger tomorrow. and we are going to be looking at an isolated risk of thunderstorms for the bay area especially along the coastline. even as the low moves out on thursday we keep showers around. that guy moves out. this guy moves in. another round of showers coming up on friday. the weekend is looking dry but between now and then will will be showers each day. this is not rainfall. look at the peak wind gusts tomorrow morning. napa 31 miles per hour. san jose 30 miles per hour. now look at half moon bay. 44-mile-per-hour peak wind gusts our computer predicts around 10 a.m. so not only wet but windy and we carry a chance of thunderstorms tomorrow. the rain will be heavy at times, gusty winds tomorrow, isolated thunderstorms. if you thought today was stormy, and it was, tomorrow has the potential to be even a little bit stormier. fremont 65 tomorrow. more rain for you. mountain view 66. napa 63. fairfield, concord, san francisco, all in the mid-60s. pretty uniform temperatures for the next several days whether you're at the coast or inland. so chances of thunderstorms tomorrow but rain is a definite thursday, friday more showers. we squeeze out a dry weekend and then look at next week. we're not done yet! more showers coming up on monday. >> wow. >> this is the kind of patter than we want where it all doesn't pour over one day. we have widespread flooding then sunshine. give us a little rain every day most days with a break in between so we don't get river flooding. i could not have scripted this any better than how it played out. >> nice job. >> just have to watch out for the winds tomorrow. >> winds will be an issued, downed power lines and maybe some small trees. >> thanks, paul a popular christmas tree lot facing an expensive threat. take down this giant snowman or face big fines. how frosty fared after today's eviction deadline. ,,,, for over 60,000 california foster children, the holidays can be an especially difficult time. everything's different now. sometimes i feel all alone. christmas used to be my favorite. i just don't expect anything. what if santa can't find me?
