starting a withdrawal of u.s. forces that president obama wants next year. what exactly is ahead? joining us now, major general bob scales, general happy fourth to you. thank you for your service. and the service to us, too. great to have you here. thank you, jamie. happy 4th of july to our young men and women serving in harm s way. jamie: let s talk about those in afghanistan. now that general petraeus is on the ground, he will make an assess. and he says winning is what he is after. he said that the civilian element, the political element, and the military element all must come into play. what do you think the first step he will take will be? with apologies to lord nelson we re seeing the emergence of the petraeus touch. it s immediate. you saw it in the speech yesterday. what is the petraeus touch? well, dave comes up with a big idea. i believe the big idea this time around is unity.
confirmed and on his way to the senate. the question is the civilian death has been an issue for the afghan people. if you change rules of engagement, do you rub the risk of more civilian death of afghans? how will the afghans respond to that? well, jamie, it s all balance. think of it as a pendulum that swings between on the one hand protecting the afghan people by putting greater restrictions on the soldiers, and on the other side, protecting the soldiers and gives them freedom of action. dave will change rules of engagement. but what is different about his approach it will be done suddenly and over time and it s going to be done by explaining it to all the constituencies i talked about it. it won t be a capricious statement on his part that says the rules now changed. dave doesn t work that way. he s calm, deliberate, relentless and focussed on changing how young americans fight at the tactical level. by the way, he will obviously keep welfare of the afghan people in mind.
unity of action. he has seen the coalition go in different ways and ideas emerge on the civilian and side, nato, american, afghan side. he is committed to putting everybody on the team and charging off with one single focus under one single leader. then the other aspect of the petraeus touch i would argue is relentlessness. one thing about dave is that he takes the big idea, and he drives it home. he makes sure everybody understands his intent. to all the aide yenses, the american audiences, the american people, soldiers, nato allies and equally important to the enemy. he wants to make sure that the taliban understands now he is at the helm and there will be a unified effort to take them on and everybody will be on the same team. jamie? jamie: talk about the rules of engagement. that came up quite a bit when general petraeus was
