A fast thaw has Minnesota river towns on alert this spring CARVER, Minn. (FOX 9) - Only two-and-a-half weeks ago, high temperatures were still below zero in the Minnesota area, but now we are close to 50. A quick thaw is usually never good news for flood forecasts, but this year, even that outlook is unusual. That rapid melt is grabbing some attention. David Engler has lived in Carver, a town at the mercy of the Minnesota River, all his life. He remembers helping sand bag while in high school more than 50 years ago when the river took over the town. In 1965, he recalls, the river flooded the entire bottom part of the town.

rfox@tribtoday.com WARREN A ruling from the U.S. 6th Circuit Court of Appeals clears the way for a former Trumbull County Engineer’s Office employee to refile part of a lawsuit against Engineer Randy Smith. Former safety compliance officer Ken Kubala filed a civil case in 2018 against Smith, claiming Smith perpetuated sexual harassment and First Amendment right violations while Kubala worked for him. Kubala worked in the position from 2011 to 2018. Kubala’s claims center on the last three years of his employment. The case was moved to federal court, where a magistrate in Youngstown dismissed the claims at the end of 2019. Through attorney David Engler, Kubala filed an appeal of the decision to dismiss the claim.

Former Warren city worker pleads guilty to theft | News, Sports, Jobs

rsmith@tribtoday.com WARREN A former city events coordinator pleaded guilty to one count of theft in office and must undergo a pre-sentence investigation before Trumbull County Common Pleas Court Judge Peter Kontos decides her fate. Kisha T. Jackson, 45, sobbed as she agreed to the plea agreement. It reduced two charges of theft in office, fourth-degree felonies, to a single charge of theft in office, F-5, which, if sentenced to prison, would mean less time. She also could be placed on probation. Jackson, 2951 Mellgren Drive SW, has been free on a $5,000 personal recognizance bond. Prosecutors are expected to seek some prison time.
