Prominent Democratic party attorney Marc Elias' legal group hauled in $5 million from George Soros' philanthropic arm last year.

The 8th U.S. Circuit Court of Appeals at St. Louis ruled Monday that private plaintiffs cannot sue for alleged violations of Section 2 of the Voting Rights Act, which bans voting practices and procedures that deny or abridge the right to vote on the basis of race or color.

Upending years of precedent, the 8th Circuit appellate court found that the key section of the act can only be enforced by the U.S. attorney general.
