Commission recommends restrictions for Superior sober living facility

One-year restriction on special use permits gives Plan Commission time to determine if neighbors concerns become reality. 12:12 pm, Apr. 26, 2021 × Government Center in Superior. (Jed Carlson / jcarlson@superiortelegram.com) Horizon House Sober Living is making plans to open another house for men transitioning from substance abuse treatment to independent living in Superior. Owner Joe Brennan, who operates two sober living houses in Duluth, said the mission of Horizon House is to provide a safe, secure, sober living environment that is structured and requires residents to follow strict guidelines with a manager on-site. Guidelines include requiring residents to work, volunteer or be in school a minimum of 32 hours a week; cleaning tasks; attending weekly house and Alcoholics Anonymous or Narcotics Anonymous meetings; and submit to random drug tests.

Superior commission weighs changes to small business grant program

Now the Superior Plan Commission is considering options that could help make the city’s limited resources go farther. “I want to gauge your feelings on a change to the small business grant program,” said Mayor Jim Paine, who initiated the discussion. “It’s been fairly successful. We’ve awarded our full capacity of grants and helped a number of businesses. That success kind of underlies my concern with it. At some point it’s going to be hard to fund this program, and I think that’s going to come sooner rather than later.” Paine said he’s worried about maintaining the solvency of the economic development fund, which pays for the grants.

Superior commission approves permit for solar garden

“The power coming into Superior is very renewable already,” Skandel said. “This is just a component of that. So why do a community solar garden? Many of our customers are looking for something like this … it’s really customer driven.” The solar garden will be built in the second quarter of 2021 on SWL&P-owned land near Heritage Park, once 75% of the customers subscribing to the project have signed contracts. All SWL&P residential and business customers are eligible to participate. The cost of the solar garden including installation and maintenance over the 25-year life of the program will be paid by customer subscriptions. Program costs will be fixed, which gives customers protection against potentially rising energy costs. Subscribers will retain ownership of Solar Renewable Energy Credits. Subscriptions are sold in 1 kilowatt increments for the 470-kilowatt solar garden, enough energy to power 115 homes.
