On 15 April, the European Court decided to strike out two applications against Serbia concerning the disappearance of the applicants’ newborn children in State-run maternity wards in the 1980’s. Since 2013 when the judgment in
Zorica Jovanović was adopted, this is the first time the Court has decided to strike out similar applications.
The Court noted that the
Zorica Jovanović Implementation Act adopted in February 2020 provides for both judicial and extrajudicial procedures with respect to the situation faced by the applicants and others and is aimed at discovering the truth about missing babies. The Act, also, provides for a system in which the domestic courts shall have the power to investigate and obtain evidence not only at the request of the petition

During its Human Rights meeting on 9-11 March, the Council of Europe Committee of Ministers examined the execution of the
C.G. and Others group of cases against Bulgaria. These cases concern shortcomings in the system of judicial review of expulsion on national security grounds and detention pending such expulsion; failure to examine rigorously claims of risk of death and ill-treatment in the destination country; and the lack of a remedy with automatic suspensive effect to prevent expulsion when arguable claims are made of such risks.

On 17 February, following a hearing on “Problems of implementation by Ukraine of the ECHR judgments”, Parliament adopted two Recommendations concerning the execution by Ukraine of ECHR judgments and the reform of the system of execution of domestic judgments.
1 The following three groups of ECHR judgments were identified as main priorities for execution:
