The hesitation on our part, we dont want to plant a tree if we dont have a program in place to water it. And currently our watering staff is maxed out as many trees as we can water as they take trees off the list as theres room to add more trees. As we talked about, we have a goal from the urban forest plan to plant 50,000 new trees and you can imagine what that will cost if we have to plant and water those.
