Speaker, madam chief justice, distinguished justices of the court, honored officials, members of the Washington State legislature, tribal leaders, local government officials, members of the consular corps and my fellow washingtonians. Good afternoon. I want to begin today by thanking oso chaplain joel johnson; the members of the Marysville Pilchuck high school choir; my family members especially trudi; the 13 newest members of the legislature who have stepped up to serve this state; and the people and communities of washington that over the past 125 years have given us the great state we celebrate today. I also want to mention a member i also want to mention a member of our legislative family, the late representative roger freeman. He was proud to represent his community. We also know what children need in those other 18 hours. Every morning, they need to start the day with nutritious food in their bellies. They needed was to get to school safely. They need a coat to protect them from the elements as i get to and from school. And at night they need a warm, safe, stable place to sleep with a roof over their heads. [applause] the budget we agree on should nurture all our students in and out of the classroom. We know how hard it is to educate a homeless, hungry, sick child. Our families and our communities also need the Vital Services that allow them to function nurses, Mental Health is hillarys, Police Officers and fighters. The full range of services that help make washington a great place to live and a great place to raise a family. We have been cutting these services to balance our budget and its no longer working. Over the past six years, we cut existing and projected spending in our state budget by 12 billion. Make no mistake, we have found savings a
We have a pretty good way of looking at the relationship between supply and demand. On the supply side you can capture this in a diagram. What it would look like under this budget and what it would look like under sequester. It is not a pretty story when you compare that to the requirements around the globe. I am talking about real requirements for presence and crisis response. It is starting to get ready pretty dicey, that that is why we are saying manageable risk. Im told you have 7. 9 billion for investment, reset and readiness which sounds a lot like putting money on procurement and operations make in its, do you have a criteria in mind when you decide what you will get from that account . Some people think that is pure padding. We would be the first to say that over the course of a decade or so that we havent overseas Contingency Operation funding, too much has crept into that account. We are determined to fix that. It will take time, we cannot do it overnight. It would represent
What were trying to do on the other very important policy, regulatory and legislative issues that need to be addressed. And by the way on the global issues were dealing with. On romney, not talking about him as a president ial candidate, hes a skilled businessman, hes certainly gotten some experience on being in the president ial business. And i think hes a talented guy. But i could say the same thing about a lot of people. Men and women. I think its going to be fascinating. But heres my deal. I think the American People in elections in the house elections in the senate, elections for governor and therefore elections for president of the United States are going to look very, very carefully for people that share their values, but bring competence and experience to the process. If you went and looked at all the polls, there was a great concern in the last election where people go to washington and govern and do they have the competence and the experience to do so . Or are there other costs as well . We follow the same rules. This is no deviation from that. It. It includes costs from the missions we are doing. As has been the case for many years. Those bases will presumably stay a while. After next year, right now the number of troops is supposed to go down to nothing. But, we are still going to see overseas Contingency Operations until at least 2020 . What you will see in the budget documents released which i have not had a chance to review myself is a proposal that we Work Together in the executive branch and congress to move some of those costs for what takes place in the command region to the budget if circumstances allow us to do so. The department is not able to absorb those costs within a big topline however. If the war ends, why cant that be done quicker the transition . It can be done quickly as a larger budget negotiation allows. But, if sequestration is not lifted, it is not doable to shove all those costs of back into the base budget w
