Favoritism allegation leads Chair Jeff Brower to push back against the investment in the city of Holly Hills venture with Rainer and Julie Martens.

The largest applicant is Pictona at Holly Hill, which is requesting $2.5 million to more than double the size of their pickleball facilities.

Pictona at Holly Hill founder Rainer Martens said construction was already underway. The Volusia County Council will make the final decision in 2022.
