People been accessing the area from the residential streets on wellworn pads via bike, on foot and even electric scooter. Homelessness isnt just a caltrain issue it is a societal issue. Earlier this year caltrain announced it would be donating the use of their property and the freeways in a Pilot Program for homeless navigation centers.
